본 논문은 민주화 이후 한국인들의 비선거적 정치참여의 특징을 접촉 및 항의활동을 중심으로 기술하고 사회경제적 지위, 사회적 맥락, 심리적 자원 및 정치제도 성과가 이들 비선거적 정치참여에 미치는 영향을 분석하였다. 분석결과 첫째, 접촉활동은 점차 증가하고 있지만 여전히 미미한 수준이며, 접촉활동은 정당이나 시민사회단체보다는 주로 행정기관을 통해 이루어지는 것으로 나타났다. 둘째, 항의활동은 감소하고 있지만 소멸되기보다 잠재적 수단으로 휴면화된 것으로 보인다. 셋째, 사회경제적 지위, 심리적 자원 및 정치제도 성과는 항의활동에만 제한적 영향을 주는 것으로 나타났다. 넷째, 공식적 및 비공식적 연결망 등 사회적 맥락은 비선거적 정치참여의 일관된 결정요인으로 나타났다. 지난 20년 동안 한국에서 선거민주주의가 공고화되면서 대부분의 시민들은 선거참여에 만족할 뿐 다른 유형의 정치참여에는 여전히 소극적인 것으로 보인다.
Abstract
This study addresses non-electoral participation, including political contact and protest, in Korea after its democratization. It examines how socio-economic conditions, societal contexts, psychological resources, and political institutional performances have affected citizens' decision on non-electoral participation. Empirical test results show that, first, Koreans' political contact, especially with public officials, has increased at the moderate level, but their contact with political party or civil organization activists is very limited. Second, protest activities have decreased but may not be terminated. Third, the socio-economic status, psychological resources, political institutional performances, and both formal and informal connections consistently have affected non-electoral participation. Most Koreans seem to be less active in political participation other than electoral participation in the process of democratic consolidation.
