21세기 우주 중심 현대전 시대에 한국군은 우주력 확보라는 생존 과제에 직면하고 있다. 본 연구는 현 정부의 “우주전략사령부” 창설 계획을 계기로 국방우주력 발전의 근본적 방향을 제시한다. 현재 한국군이 직면한 5대 핵심 도전요인은 법·제도적 기반 부재, 지휘구조의 딜레마, 인적기반 취약성, 자원제약 심화, 합동교리 부재이며, 이들 은 상호 연관된 구조적 문제이다. 이에 대한 통합적 해결책으로 Provider-User 모델 을 제시한다. “우주전략사령부”가 Provider로서 우주 전력의 조직·훈련·장비 기능을, 기존 전략사령부와 각 군이 User로서 운용 기능을 담당하는 역할 분화를 통해 합동 성을 강화하고 시너지를 창출할 수 있다. 합동군사대학교 중심의 Born Joint Professional 양성, 민군협력을 통한 비용 효율성 달성, 통합 합동교리 확립을 통해 제 한된 자원으로도 최대의 우주력 효과를 달성할 수 있을 것이다.
Abstract
This research addresses South Korea's defense space power development challenges following President Lee Jae-myung's directive to establish a "Space Strategy Command." While space power has proven decisive in modern conflicts like the Russia-Ukraine War, the ROK military faces critical issues including overlapping roles with the existing Strategic Command, potential redundant investments due to inter-service competition, and severe resource constraints with projected troop reductions to under 400,000 by the late 2030s. The core problem stems from legal gaps in the Armed Forces Organization Act, which fails to address space as an operational domain, leading to fragmented service-specific approaches. The study analyzes the U.S. model where legislative action resolved inter-service rivalry through the 2020 National Defense Authorization Act. Key recommendations include: amending the Armed Forces Organization Act to legally define space as a "joint operational domain," implementing a "provider-user" command structure separating the Strategic Command and Space Strategy Command roles, establishing specialized force development based on service capabilities, and creating integrated professional education programs at the Joint Forces Military University. This phased approach aims to achieve substantial space power advancement while maximizing efficiency of limited defense resources through enhanced jointness.
