한국의 동아시아 문화외교 현황과 문제점:정책적 관점에서의 시사점을 중심으로

이 연구는 한국의 동아시아 문화외교 현황과 제반 문제점을 고찰하고, 정책적 관점에서의 시사점과 대안을 점검하는데 주요 목적이 있다. 최근 문화를 중심으로 한 국가 간 교류와 협력이 증진되는 국제관계의 변화에 부응하여 한국 정부 또한 다양한 문화외교 정책을 추진하여 왔다. 그러나 한국의 동아시아 문화외교는 거시적 차원에서 정책적 목표를 성실히 수행하여 왔음에도 불구하고, 미시적 차원에서 중국과 일본 등 동북아 강대국들에 집중된 정책적 편중성, 문화교류의 체계적 접근방법과 전문성 부족, 양적․질적으로 재정적 지원의 취약성, 그리고 다양한 문화콘텐츠 개발의 필요성 등이 문제점으로 지적되고 있다. 이러한 문제점들을 해결하기 위해서는 우선 특정 지역과 국가로 편중된 문화교류 사업의 효율적 배분과 전문성이 가미된 체계적 관리시스템 확립, 그리고 각 지역과 국가별 문화적 특성을 고려한 맞춤형 문화교류 프로그램 개발 등이 시급한 과제로 대두되고 있다. 또한 장기적 차원에서 국가 간 문화교류를 총괄할 수 있는 통합관리시스템 개발과 재정적 지원 확충, 전통문화나 한류를 벗어난 다양한 문화콘텐츠 개발과 한국만의 일방적인 문화교류에서 벗어난 쌍방향적 문화교류가 추진되어야 할 것이다. 결과적으로 한국의 국제문화교류가 보다 활성화되기 위해서는 문화교류를 단순히 문화외교를 위한 전략적 수단 개념으로 이해하기 보다는 국가 간 이해와 협력을 증진시키기 위한 대화와 소통의 방식으로 인식하는 문화네트워크의 확립과 강화가 요망된다.
Abstract
The purpose of this study is to examine the present status and problems of cultural diplomacy of Korea with East Asia, and to explore the implications and alternatives in the policy perspective. Recently Korean government is performing the diverse policies for cultural diplomacy. However, in spite of faithful performance for policy objectives in the macro level, the cultural interchanges between Korea and East Asian countries have various problems in the micro level; overemphasis of cultural diplomacy concentrating to China and Japan, lack of systematic approach and professionality, quantitative and qualitative weakness of policy projects and financial support, and necessity of various cultural contents, etc. For dissolving these problems, Korean government has to distribute efficiently the cultural interchange projects which was overemphasizing to specific region and countries, settle the management system with professionality, and cultivate cultural interchange programs fitting with cultural characters of each region and country. And also, it need to develop the synthesized management system for colligation and conciliation of all international cultural interchanges, expand financial supports, exploit various cultural contents out of traditional culture or ‘hallu,’ and push ahead with multifarious programs for reciprocal cultural interchange out of unilateral cultural interchange. In conclusion, for vitalizing the international cultural interchange of Korea, it needs to settle and amplificate the cultural network, which is understanding cultural interchange as a way to promote the dialogue and communication for comprehension and cooperation in each country rather than as a political means for national interest and cultural diplomacy.
