지역경제 성장요인과 정책적 함의 : 광역지방자치단체를 중심으로

Determinants of Regional Economic Growth and Policy Implications: Focusing on Korean Local Governments

초록

지역균형발전을 위한 정부의 다양한 노력에도 불구하고 수도권과 비수도권 간 불균형과 경제 수준격차, 그리고 이로 인해 파생되는 다양한 사회문제는 여전히 심각하다. 따라서 본 연구는 지역경제성장과 긍정적 관계를 맺고 있는 요인들을 확인함으로써 향후 균형발전 정책을 수립하고 시행하는 데활용할 수 있는 정책적 함의를 도출하고자 하였다. 구체적으로 본 연구는 2009년부터 2018년까지광역자치단체를 중심으로 지식기반산업 및 지역경제 성장 추이를 살펴보고, 더 나아가 지역경제성장의 영향요인에 대해 실증적으로 분석하고자 하였다. 특히, 지역의 지식기반산업 비율, 지방정부의 재정적･인적 역량, 인구구성, 환경, 및 다양성 등의 사회･환경적 요인이 지역경제 성장에미친 영향에 대해 분석하고자 하였다. 지역경제 성장은 지역 내 총생산으로 측정하였는데, 고정모형 분석 결과 지식기반산업이 차지하는 비중이 높고, 지방정부의 재정적 역량이 우수하며, 인구밀도가높고, 지역 내 인프라가 우수할수록 지역의 경제 수준 역시 상승하는 경향을 확인할 수 있었다. 한 가지 주목할 점은 기존 연구와 달리 노인 인구비율과 지역경제 성장이 긍정적 관계를 형성하는것으로 나타났다는 점으로, 이에 대해서는 추후 보다 심층적 접근이 필요할 것으로 보인다. 마지막으로, 본 연구는 각 요인과 지역경제 성장 간의 시차 효과 역시 분석하였는데 그 결과 특정정책의 효과가 시장에서의 성과로 구체화되기 위해서는 산업, 인구, 사회･환경적 요인별로 필요한시간이 다르다는 점을 확인할 수 있었으며, 이를 통해 차별화된 전략과 정책적 접근이 필요하다는점을 제시하였다.

Abstract

While Korean governments have tried to address the imbalance between local governments with regard to capital versus other areas, unbalanced growth and its related social problems such as economic disparities have been an issue for a long time. Therefore, this study aims to suggest policy implications for balanced growth between local governments by examining factors that drive local economic growth using Korean metropolitan governments from 2009 to 2018. This study first traces the growth of knowledge-based industry and local economy and further investigates the effects of the share of knowledge-based industry, government capacity, population structure, environment, and diversity on gross regional domestic product per 10,000 capita. Using fixed-effect model, this study finds that the local economy grows with a higher share of knowledge-based industries, a higher financial capacity of local government, a larger population size, and a better living and diverse environment, which is consistent with many previous studies. However, contrary to the expectation of this study, the findings show that the local economy is positively associated with the aging population, which requires future investigation. Lastly, this study discusses policy implications regarding local economic strategy by analyzing the lagged effects of the economic growth factors.
