광역자치단체 경제발전과 지식기반산업의 관계에 관한 연구

초록

본 연구는 지식기반경제에서 지역의 경제를 이끄는 요인으로 지식기반산업의 영향력을 경험적으로 검증하고자 한다. 지식기반산업은 크게 지식기반제조업과 지식기반서비스업으로 분류하고, 지역 총생산에 미치는 영향력을 분석한다. 통제변수로는 지역 산업구조, 집적경제, 인적자원, 노동상황, R&D역량, 광역자치단체 재정력을 포함한다. 연구의 공간적 범위는 우리나라 15개 시·도이며, 시간적 범위는 2001년부터 2013년까지이다. 연구방법은 패널데이터 분석에 적합한 고정효과모형(fixed effect model)과 확률효과모형(random effect model)을 이용한다. 분석결과 지식기반제조업과 지식기반서비스업은 지역 경제 생산성에 긍정적으로 기여하고 있는 것으로 나타났다. 또한 지역 R&D역량, 인적자원, 광역자치단체 재정력이 높을수록 지역 생산성이 높아지는 것으로 확인되었다. 반면 제조업 중심의 산업구조는 지역 생산성을 낮추는 것으로 나타났으며 실업률도 지역 생산성에 부정적인 영향력을 갖는 것으로 나타났다. 결론적으로 지식기반산업이 지식기반경제하에서 지역 발전을 이끄는 원동력이 될 수 있다는 기존 논의에 대한 경험적 근거를 발견할 수 있었다. 따라서 향후 지역의 발전을 위해서는 제조업 보다는 서비스업 중심의 산업 육성과 혁신지향적인 지식기반산업의 육성을 위한 정책적 노력이 더욱 필요하다고 할 수 있다.

Abstract

Knowledge has emerged as a new engine of economic growth. In this context, this paper explores the effects of knowledge-based industries on economic development of the regions in Korea. In particular, knowledge-based manufacturing industries and knowledge-based service industries are used as independent variables. Industrial structure, agglomeration economy, human resource, labor condition, R&D resource, financial capacity are included as control variables. Using the panel data collected during the years of 2001-2013 from 15 regions in Korea, the quantitative model is analyzed by fixed effect model and random effect model. The empirical results of this study are as the following. First, knowledge-based manufacturing industry and knowledge-based service industry have effects on the regional economic productivity. Second, among the control variables, R&D resource, human resource, financial capacity are critical to the regional economic productivity. Third, manufacturing-oriented industrial structure and unemployment rate have negative influence on the regional economic productivity. This study suggests that policy makers should pay special attention to develop knowledge-based industries and service-oriented industries for future economic growth of regions.
