공기업 개혁을 위한 대안적 거버넌스의 모색: 지방분권과의 관계를 중심으로

초록

공기업 개혁은 새로운 정부가 시작될 때마다 지속적으로 중요한 정책현안이 되어왔고 MB정부도 공기업 선진화 방안을 중요 국정과제로 추진하고 있다. 이러한 상황에서 지금까지 대두된 공기업 개혁 방안은 크게 민영화와 지배구조개혁으로 나누어 볼 수 있다. 그러나 기존 연구는 공기업 개혁을 위한 대안적 거버넌스 구조를 논의하면서 지방분권에 대해서는 언급하지 않은 경우가 대부분 이었다. 그래서 본 연구는 공기업 개혁을 위한 대안적 거버넌스를 모색하는 과정에서 지방분권을 함께 고려해야 함을 제시하고 있다. 그리고 한국토지공사의 사례를 통해 규범적 차원에서 대안적 거버넌스를 살펴보았다. 본 연구가 가지는 의의는 사례분석을 통해 공기업의 구조개혁 논의에 있어서 지방분권이 중요한 대안이 될 수 있다는 점을 보여준 것이다.

Abstract

This paper is to examine the devolvement (i.e., local autonomy) as one of public enterprise reform efforts. Public enterprise reform has been issued for a long time in Korea. As a result, MB government have implemented public enterprise reform as one of important national agenda. So far, Alternatives for public enterprise reform investigated can be classified into two ways: privatization and corporate governance of public enterprise. most studies have neglected decentralization as an alternative for public enterprise reform. Thus, this paper focuses on the devolvement in the process of public enterprise reform efforts. This paper conducts a case study using the Korea Land Corporation for public enterprise reform. The results of case study show that devolvement may be a tool for public enterprise reform.
