본 연구는 미국산 쇠고기 수입협상결과에 대한 저항으로 야기된 촛불시위 사례를 중심으로 사회저항의 쟁점주기와 프레임의 형성과정을 분석하였다. 이는 공공정책의 결정에 반발하여 나타난 과격한 시민저항의 원인과 과정, 저항의 핵심주제, 정부대응 과정에 대한 인지적･해석적 이해를 도모하기 위한 것이다. 프레임 분석적 접근은 사회저항운동의 인지구조를 이해함으로써 합리적 정책결정이 간과 할 수 있는 정책대상집단의 감정, 정서적인 측면까지도 정책결정과정에서 고려해야 할 중요한 요인으로 파악하는 것이다. 이와 같이 프레임 분석적 접근은 정책결정과정에서 정책담당자가 정책대상의 정서, 감정, 문화, 심리까지도 고려함으로써 정책저항의 원인 변수를 사전에 예측하여 신중한 정책결정을 도모 할 수 있다는 점이다. 본 연구의 분석결과 정부와 반대집단인 시민은 다양한 프레이밍 전략을 구사하며 정부프레임과 시민프레임을 형성하였음을 알 수 있었다. 각각의 프레임 유형은 사회저항의 쟁점주기와 더불어 진화하면서 문제에 대한 심도 있는 이해와 갈등해소를 위한 노력을 하였으며, 정부는 반대집단의 프레임을 인지하고 이해와 설득을 통해 문제해결을 위한 노력을 하게 되었음이 분석되었다. 이러한 분석결과를 토대로 사회저항운동의 본질규명과 해결을 위한 대안탐색을 하고자 했다.
Abstract
This study analyzed a social protest cycle and frame formation process through investigating the candlelight demonstrations that arose in protest to the results of negotiations over importing American beef. This is intended to help cognitive and interpretative understanding of the causes, the process, and main issues of violent citizen protests over the chosen public policy together with the government response. A frame analyzing approach recognizes the policy clients' feelings and emotions as important factors that are easily overlooked in reasonable policy decisions. This kind of approach helps policy makers make prudent policy decisions by predicting protest variables and by considering people's feelings, emotions, sentiments, culture, and even psychology or mentality. According to the analysis, government and citizens as opposing groups were known to form a government frame and citizen frame using various strategies. Each type respectively made a profound understanding of the problem and endeavored to solve the conflict together with the evolving issue cycle of social protest. The analysis also shows that government recognized the citizen frame and made efforts to solve the problem through understanding and persuasion. Based on this analysis, this study will contribute to defining the nature of social protest movements and to finding various alternatives to solve problems.
