Abstract

The Candlelight Protests in 2008 provided a momentum for thinking about the linkages between Korean foreign policy and public opinion especially in terms of democratization, because the issue of U.S. beef imports as a diplomatic issue, being in gear with the tide of globalization, caused an unprecedented public opposition. There has hardly been in our academic circles any serious conceptual model on the linkages between Korean foreign policy and public opinion. Therefore this study reviews in the first place the research achievements that result from the American circumstances, to make them as a springboard to a theoretical discussion. In the review 'cascading activation model', which was recently introduced to explain the process of the activation of public opinion in the Post-Cold War era, gets primarily emphasized. Then man can raise a question, whether the American model would be applicable to Korea without any modification. The candlelight protests against U.S. beef imports could serve as a symbolic case to answer the question. In this context, this study is finding out differences between ROK and USA at four theoretical aspects, namely the nature of issues, the character of domestic structure, the role of mass protests, and the application of new media. On the basis of these discussions, I am trying to construct a tentative model for explaining the linkages between Korean foreign policy and public opinion.
