재난관리조직의 재설계 : 허베이 스피리트호 기름유출사고에 대한 분석

초록

This study attempts to analyse through a case how disaster management organization actually operates when disaster has occurred. Theoretical backgrounds for this analysis discuss hierarchy governance and network governance as the disaster management organization's typology. This theory diagonoses a organizational response on the Hebei Spirit oil spill incident and suggests a new ocean disaster management organization. An ocean disaster management organization 10 www.kipa.re.kr made at the Tae-an prevention plan belongs to hierarchy governance. But when Tae-an disaster has occurred this organization has been problems of operation such as policy confusion of dual mandate system, passive local government, and divided civil society's activity. Therefore although an ocean disaster management organization requires to redesign, that has path-dependence to hierarchy governance. This organization's alternatives propose shared participant-governed network, lead organization-governed network, and network administrative organization at the base of network governance typology of Provan & Kenis (2005).

Abstract

본 연구는 재난관리를 위하여 만든 재난관리조직이 실제로 작동되고 있는가를 실증사례를 토대로분석한 것이다. 이러한 분석을 위한 이론적 배경으로 재난관리조직의 유형을 거버넌스차원에서계층제 거버넌스와 네트워크 거버넌스로 범주화하여 논의하고, 허베이 스프리트호 기름유출사고의대응조직체계를 진단한 후, 새로운 해양재난관리조직을 제시하였다. 태안지역방제실행계획에서만들은 해양재난관리조직은 계층제 거버넌스에 속한다. 그러나 실제 허베이 스피리트호 기름유출사고가 발생하였을 때 이러한 조직체계는 작동에서 문제가 발생하였다. 이원적인 중앙명령체계로인한 정책혼선, 수동적인 지방자치단체, 분리된 시민사회의 활동이 그것이다. 이는 해양재난관리조직의 재설계를 요구하는 것이다. 그러나 해양수산부는 해양재난관리조직으로 기존의 계층제거버넌스를 유지하고 있다. 해양재난관리조직의 개선안으로 Provan & Kenis(2005)가 제시한네트워크 거버넌스 유형에 근거하여 공유된 참여자 지배네트워크, 선도조직 지배네트워크, 네트워크운영조직을 제시할 수 있다.
