본 연구는 여성NGO의 조직특성과 정부와의 협력수준을 분석하고, 정부와 함께 거버넌스의 중요한 주체인 여성NGO의 조직특성에 따라 NGO와 정부 간 협력수준에 차이가 있는지를 분석하였다. 이러한 분석결과를 통해 정부와의 협력형태는 NGO의 인력 및 정부지원금 비중 등 NGO 자체의 내부역량이 중요한 요소임을 확인하였다. 구체적으로 여성NGO의 정책단계별 참여의 경우, 정책발굴과 정책협의 단계에서의 참여는 상근활동가 수가 많을수록 참여를 중요하게 생각하고 있으며, 정부정책에 대한 감시활동은 재정적 자율성이 클수록 이에 대한 활동의 중요성이 높게 나타났다. 이는 여성NGO의 자원 확보의 중요성을 보여주는 것으로, 여성NGO의 인력 및 재정 확보를 위한 지원방안이 지속적으로 마련되어야 함을 시사한다.
Abstract
This study aims to analyze nonprofit sectors’ collaborative activities based on the relationship between women’s NGOs and local government. To achieve this, this study explores different collaboration types between women’s NGO and local government depending on NGO’s organizational characteristics. The results show that NGO’s internal competences such as human resources or government subsidies are important factors with regard to types of collaboration. In the context of NGO’s participation in policy process, this study finds that the NGOs which have more full-time employees are more apt to participate in policy formation or policy agenda setting. NGO’s financial autonomy is also very critical factor for monitoring and oversight to local government. This means that internal resources are important factors for NGO’s sustainable collaboration. Finally, this study suggests that it needs to be considered to increase NGO’s internal competency such as man powers or improved financial autonomy as supports for NGOs.
