Abstract
The purpose of the study is to analyse the process of civil service reform in Romania since the fall of socialist regime and to find some of lessons from Romania’s experience. As theoretical perspectives for analysing the reform process, the study considered reform model, reform motivation, reform type, and the degree of Europeanization. The study at first examined the status of civil service system and its characteristics, and then evaluated the reform process for 30years since 1989. Prior to conclusion, the study reevaluated the reform process from the viewpoints of theoretical perspectives. The study concluded that the civil service reform in Romania had delivered mostly low performance even though merit system, de-politicization and professionalization of civil service, and transparency of civil service system had been legally institutionalized.
