한국과 주요국 FTA 협정의 농업분야 원산지 규정에 대한 연구

본 연구는 우리나라가 체결한 7개의 FTA와 함께 농업분야가 비중 있게 다뤄진 주요국 FTA 8개를 대상으로 농업분야 FTA 원산지 규정에 대한 분석이다. 특히 품목별원산지 엄격성 지수와 관세양허 지수의 개념을 도입하여 FTA 농업분야 원산지 규정을 비교 분석하였다. 지나치게 완화된 FTA 원산지 규정은 우회수입 증가로 산업보호 약화의 우려가 있는 반면에 너무 지나치게 강화된 FTA 원산지 규정은 교역 확대에 부정적인 효과를 초래하게 된다. 본 연구를 통해 얻은 주요 정책 시사점은 다음과 같다. 첫째, 우리나라가 체결한 FTA에서 농산물 원산지 규정이 다른 주요국 FTA에 비해 엄격한 것으로 분석된다. 둘째, 기초 농산물에 대한 원산지기준이 가공 농식품에 비해 상대적으로 엄격한 것으로 나타났다. 셋째, 일부 예외가 있지만 대체적으로 원산지 규정이 엄격할수록 수출입 금액이 큰 것으로 나타난다. 넷째, 관세 양허와 원산지 엄격성 지수로 나타난 FTA 자유화 수준이 체결된 국가마다 상이하다. 다섯째, 향후 추진될 FTA에서는 우리의 민감품목 보호와 농식품 수출이익을 함께 고려하여 능동적인 원산지 기준이 작성되어야 할 것이다. 마지막으로, 현재의 정부 로드맵과 같이 FTA가 계속 증가할 경우 초래될 수 있는 스파게티 볼 효과를 경계해야 할 것이며, 아울러 품목분류와 원산지기준에 대한 전문지식을 갖춘 농업분야 원산지 기준의 전문가 양성이 필요하다.
Abstract
This paper analyses agricultural rules of origin in Korea's seven FTAs and other eight FTAs of the United States, Japan, China and Europe, seeking several policy implications for the future FTA negotiations and agricultural development. The results of analysis are as follows: (i) the agricultural product-specific rules of origin of Korea's FTAs are more restrictive than those of other countries' FTAs; (ii) the restrictiveness index of basic agricultural products is higher than that of the processed agricultural products; (iii) according to the analysis of the relationship between the restrictiveness index and trade values, the higher the restrictiveness index is, the larger the values of import and export are, with some exceptions; (iv) an analysis of the relative degree of liberalization based on both tariff concession and product-specific rules of origin shows that the Korea-Singapore FTA, Japan-Mexico FTA, EU-Chile FTA are relatively less liberalized, while the China-Chile FTA, China-New Zealand FTA, Korea-ASEAN FTA, US-Australia FTA are relatively more liberalized.
