본고의 목적은 청소년정책의 고객지향 평가모형을 적용하여 그 평가적 함의를 도출하는데 있다. 고객지향 평가모형은 두 개의 차원과 5개 대영역, 6개 소영역으로 구성된다. 고객지향 평가모형의 적용은 제1차원인 정책추진의 체계성과 제2차원의 두 영역 중 첫 번째 평가영역인 정책집행상의 고객친화성은 전문가 5인의 평가위원회 서면평가로, 두 번째 평가영역인 정책고객의 평가는 정책대상집단 600명에 대한 평가의견 조사로 실시되었다. 평가결과는 본 모형의 주요 관점인 정책고객 지표를 중심으로 산출되었다. 본 고객지향 평가모형 적용을 통해 도출된 평가적 함의는 첫째, 청소년정책의 특성과 차별성을 반영하기 위해서 평가영역별 활용과 가중치 설정의 다변화 등 평가모형의 유연성과 융통성을 지향해야 한다. 둘째, 정책과 평가의 전개를 병렬적으로 추진하여 청소년정책의 초기 기획에서부터 정책고객에 대한 친화성을 고려해야 한다. 셋째, 평가의 정량적 자료의 수집과 분석의 효율성을 극대화하기 위해 통계체제와의 연계를 구축하고 이를 위한 인프라 구축이 필요하다. 청소년정책의 지속적인 질 관리를 위해서 향후 다양한 관점의 평가모형 개발과 적용 연구를 기대한다.
Abstract
The purpose of this study is to apply the Client‐oriented Evaluation Model in youth policy in a practical manner and to elucidate the implications of the results. The systemicity of the policy in the first evaluation domain and the client‐affinity of policy execution in terms of the first factor of the second domain are evaluated by means of a written evaluation conducted by the evaluation committee (consisting of 5 experts). The evaluation of policy clients, the second factor of the second domain, is evaluated by means of a the policy target (consisting of 600 subjects). The implications of the study are as follows. The first is flexibility of this evaluation model in applying the domain and making a decision weighted value. The second is the parallelism with the whole policy implementation process for effectiveness. The third is the degree of connectivity with the statistics system in youth for evidence‐based evaluation. It is expected that various studies and applications of the evaluation models will lead to better quality management of youth policy in the future.
