기후·생태·자원 위기와 블루 액셀러레이션(Blue Acceleration)의 심화 속에서, 연안은 국가와 지역발전을 견인하는 핵심 전략공간으로 인식되고 있다. 이러한 변화는 연안경제를 산업·사회·생태 요소가 상호연계되어 작동하는 구조를 중심으로 진단할 필요성을 제기한다. 본 연구는 연안경제를 산업·사회·생태가 상호작용하는 복합 시스템으로 규정하고, 그 구조적 작동 기제를 체계적으로 분석할 수 있는 진단 프레임워크를 구축하는 것을 목적으로한다. 이를 위해 연안성(Coastalness)을 핵심 기제로 설정하고, 블루이코노미, 해양 형평성, 생태적 건강성의 3대영역을 통합한 분석 틀을 제시하였다. 아울러 지향점–구조–정책목표로 이어지는 계층적 진단 구조와 함께, 다층성·동태성·상대성·연계성의 4대 설계 원리를 반영한 지표체계를 구축하였다. 특히 본 연구는 세 영역 간 구조적결합도와 불균형도를 동시에 고려하는 상호연계지수(Coastal Interlinkage Index, CII)를 개발하였다. CII는 영역간 조화와 균형을 연안경제의 지속가능성을 좌우하는 핵심 조건으로 반영함으로써, 연안경제의 질적 성장 가능성과 구조적 취약성을 종합적으로 진단할 수 있는 분석 틀을 제시한다.
Abstract
With the deepening of global climate, ecological, and resource crises and the intensification of ‘Blue Acceleration,’ coastal areas are increasingly recognized as strategic spaces driving national and regional development. This shift calls for a diagnosis of the coastal economy focusing on the structure in which industrial, social, and ecological elements operate in an interconnected manner. This study conceptualizes the coastal economy as a complex system where industry, society, and ecology interact, and aims to establish a diagnostic framework to systematically analyze its structural operating mechanisms. To this end, ‘Coastalness’ is established as the core mechanism, and an integrated analytical framework encompassing the three domains of Blue Economy, Ocean Equity, and Ecological Health is presented. Furthermore, an indicator system reflecting the four design principles of multilayeredness, dynamics, relativity, and interlinkage is constructed, alongside a hierarchical diagnostic structure linking aims, structure, and policy objectives. In particular, this study developed the Coastal Interlinkage Index (CII), which simultaneously considers structural coupling and imbalance among the three domains. By reflecting harmony and balance among domains as key conditions for sustainability, the CII offers an analytical framework capable of comprehensively diagnosing qualitative growth potential and structural vulnerabilities.
