수용자 자녀의 접견 경험에 따른 부모와의 관계에 관한 탐색적 연구

본 연구의 목적은 수용자 자녀 당사자의 관점에서 그들이 경험한 접견 경험에 따른 부모와의 관계를 이해하기 위한 탐색적 연구이다. 이를 위해 수감된 부모를 둔 만 14∼18세의 청소년 자녀로서 부모와 접견 경험이 있는 9명을 대상으로 일대일 심층 면담을 실시하였으며, 수집된 자료는 질적 사례연구 방법을 활용하여 분석하였다. 연구결과는 사례별, 사례 간 분석을 통해 수용자 자녀의 경험을 관통하는 주제를 발견하는 주제분석으로 구성되었다. 그 결과, 수용자 자녀는 처음 부모를 접견했을 때 이전의 감정과 관계없이 부모를 다시 만나는 것이 반갑고 눈물이 났다고 답했다. 일반접견 시 공간과 시간적 제약으로 불편함을 경험했으나, 가족접견실에서는 일반접견과 다르게 가림막이 없는 편안한 환경과 시간적 여유로 부모와 충분한 대화를 할 수 있었다고 응답했다. 또한 화상전화를 통한 스마트접견을 통해 부모를 만나는 경우도 많았으며, 서신접견은 개인적인 주제로 더 많은 이야기를 나눌 수 있다는 장점이 있었다. 현재 수감된 부모와의 관계는 그저 낳아준 사람, 가깝고도 먼 사이, 꾸준한 접견을 통해 매우 친밀한 사이로 범주화되었다. 부모와 친밀한 관계라고 표현한 참여자들은 공통적으로 서신접견을 포함하여 접견을 꾸준히 하고 있었다. 접견하면서 발생하는 어려움과 불편함을 바탕으로 접견 시간의 연장, 가까운 곳에서 자주 만나고 싶음, 가족접견실 이용 기회 확대, 미성년 자녀와 부모 둘만의 접견 기회 확대, 아동친화적 환경 조성, 접견 예약 신청 방식의 유연함 등이 개선될 필요가 있다고 제안하였다. 이러한 결과에 근거하여 수용자 자녀 당사자들의 아동 권리 측면에서 접견 과정 중 고려해야 할 정책과 실천방안을 제언하였다.
Abstract
The purpose of this study is to understand parent-child contact in the context of parental incarceration from the perspective of the children concerned. Data was collected by conducting in-depth interviews with 9 adolescent children of imprisoned parents and the data thus harvested was analyzed using a qualitative case study method. The results were as follows. In terms of their contact with incarcerated parents, our research revealed that the adolescent subjects wanted an extension of interview time, greater access to family visitation rooms, a more child-friendly environment, flexibility in applying for interview reservations, and an expansion of interview opportunities for greater privacy in contact between the parent and child. Based on these results, we present a number of initial recommendations which we believe can improve the quality of children's contact with incarcerated parents.
