사우디아라비아의 무함마드 빈 살만(Muhammad bin Salman) 왕세자가 추진하고 있는 국내 및 외교 정책 노선은 내부적· 외부적 위협에 맞서 정권안보를 도모하기 위한 정치적 의도하에서 나타난다고 평가될 수 있다. 우선 무함마드 빈 살만 왕세자가 추진하고 있는 부패와의 전쟁은 국가 방위부와 같은 국가 기관의 통제를 강화함으로써 왕가 내부의 잠재적 위협요인을 봉쇄하려는 의도를 내포하고 있다. 또한 사우디 비전 2030하에서 강조하고 있는 온건 이슬람 국가로의 개혁은 사우드 왕가의 정당성에 도전해 온 무슬림 형제단을 비롯한 급진 이슬람주의 세력을 약화시키려는 정치적 목표가 반영된 것으로 볼 수 있다. 무엇보다 이란으로부터 외부적 위협에 직면한 사우디아라비아는 미국과의 동맹 관계를 온전히 회복하면서 이스라엘과의 화해를 도모하고 있다. 대내외적 위협하에서 무함마드 빈 살만 왕세자가 강구하는 국내외 정책 변화 양상에 내포된 정치적 의도에 대한 지속적인 분석이 필요하다.
Abstract
The domestic and foreign policies pursued by Crown Prince Mohammad bin Salman of Saudi Arabia seem to demonstrate a strategic intent to improve regime security by countering internal and external threats. Mohammad bin Salman’s intention to declare war on corruption can be seen as a means of eliminating potential internal threats by strengthening his control of state institutions such as the Ministry of the National Guard. In addition, the reformist measures promoting a more moderate Islam in Saudi Arabia under Saudi Vision 2030 can be considered to reflect political intentions that eradicate radical Islamic groups including the Muslim Brotherhood, which has maintained hostility toward the Saud royal family. Moreover, facing external threats from Iran, Saudi Arabia is seeking rapprochement with Israel, and full restoration of its alliance with the United States. Continued analysis is necessary to fully evaluate the political intentions behind Muhammad bin Salman’s changes in domestic and foreign strategy.
