Abstract

This study aims to analyze the implications of ‘moderate’ in Saudi Arabia’s ‘Moderate Islam’ policy and to clarify how ‘Islam’ is positioned within it, considering the international and domestic politico-economic situations of Saudi Arabia. Saudi Arabia has pursued moderate Islam as a new diplomatic strategy since 2017 to improve its international image. Accordingly, Saudi Arabia has shifted its soft power strategy from religious to cultural diplomacy. Based on an analysis of the existing literature, this study illuminates the political and economic background of the moderate Islamic policy of Saudi Arabia on both the domestic and international levels. Further, it analyzes various threats resulting from the new policy. This study suggests an approach to understand the political and religious dynamics of Saudi Arabia with this new policy from a geopolitical standpoint, and predict the influence of Saudi religious leadership as well as its soft power.
