핵협상의 타결로 이란의 핵위협이 감소하고 이란의 대외관계도 개선되고 있으나, 이란에 대한 사우디아라비아의 위협인식은 오히려 심화되고 이란-사우디아라비아 관계도 악화되고 있다. 이에 대한 통상적인 설명은 세력전이나 종파갈등이다. 이 연구에서는 대안적인 설명으로 그동안 사우디아라비아가 대내적․대외적으로 안전을 보장해온 방식이 최근 들어 한계를 보이고 있다는 사실에 주목하였다. 사우디아라비아는 ‘지대국가’로서 석유수입을 통해 국내체제를 유지하였으며, ‘안보외주 국가’로서 외국 세력을 통해 자국의 영토와 주권을 보호하였다. 그러나 아랍의 봄과 유가 하락 이후 지대를 통한 국내체제 유지가 점점 어려워지고 있으며, 수호자 역할을 해온 미국이 중동에서 빠져나가고 있어서 유사시 안전을 보장받기도 어려울 것으로 보인다. 이러한 상황 변화로 인해 사우디아라비아는 이란의 부상이나 도발적인 행동에 대해 극도로 민감하게 반응할 수밖에 없다. 심지어 내부적 위기를 외부적 갈등을 조장하여 해소하려는 의도도 있어 보이며, 그 연장선상에서 이란과의 갈등을 고조시키는 측면이 있다. 그러나 시간이 지나면 사우디아라비아의 대이란 강경노선은 완화될 가능성도 작지 않다. 새로 교체된 사우디아라비아 왕가의 왕권과 후계구도가 안정을 되찾고, 이란의 로하니 중도파 정부가 지속적으로 정국을 주도하게 되면, 이란에 대한 사우디아라비아의 접근방식도 바뀔 가능성이 있다.
Abstract
After the historic Iran nuclear deal, the threat of a nuclear-armed Iran is now small if not completely non-existent. As Iran opens itself to the outside world, her relations with the rest of the world are also likely to improve. But Iran-Saudi Arabia relations are an exception in this regard. If anything, Saudi Arabia feels more threatened by Iran after the nuclear deal, and the relations between them are now at the worst point in decades. Conventional explanations point to power transition and sectarian conflict. This essay, however, offers an alternative explanation. Saudi Arabia feels threatened because the existing mechanisms that have protected her regime are becoming increasingly costly and irrelevant. As a rentier state, Saudi Arabia has relied on oil money. After the ‘Arab Spring,’ demand from the people is greater than ever but because of the recent collapse of oil prices, oil revenues are shrinking. No less worrisome to Saudi Arabia is the change of U.S. policy towards the Middle East. Once the U.S. stops acting as the defender of the last resort for Saudi Arabia and the balancer between Saudi Arabia and Iran, the security of Saudi Arabia may be no longer guaranteed as before. Increasing concerns over her internal and external security underlie Saudi Arabia's heightened threat perception and the deterioration in Iran-Saudi Arabia relations. In fact, there is a tendency in Saudi Arabia to exploit tensions between Saudi Arabia and Iran for domestic political purposes. Where does the future hold for Iran-Saudi Arabia relations? A lot depends on what happens inside of the two countries. If the Saudi ruling family can maintain its grip on power and succession struggle does not result in political instability, and if reformists and moderates can hold power in Iran, Saudi Arabia may be able to accommodate rather than antagonize the rising Iran.
