청년 고용 문제 해결을 위한 노동시장 제도와 구조 개혁 방안: 이해당사자 의견 조사를 중심으로

본 연구에서는 청년 고용 문제의 해결을 위한 노동시장의 제도와 구조개혁 방안을 모색하고자 하였다. 노동시장 제도와 정책이 청년고용 성과에 미치는 영향에 관한 기존 연구에 기반하여 구조개혁의 방향을 제시하고 청년고용 문제의 이해당사자라 할 수 있는 전문가, 청년 일자리 사업 현장 전문가, 청년 당사자 등을 대상으로 노동시장 구조개혁의 우선순위에 관해 계층적 위계 분석(AHP)을 실시하여 구조개혁의 방향에 대한 합의를 시도하였다. 본 연구에서 청년 고용 이해당사자를 대상으로 노동시장 정책과 구조개혁 방향에 대한 우선순위를 탐색한 결과, 고용보호제도나 실업급여 개혁에 대해서는 집단 간 이견이 큰 것으로 나타났다. 다만, 고용보호제도의 경우 정규직과 임시직의 고용보호 격차를 해소하는 것이 청년 고용 문제 해결을 위해 적합하다는 데는 다수가 동의하였다. 적극적 노동시장 정책이 고용보호제도 개혁이나 실업급여 개혁에 비해 우선순위가 높은 것이 확인되었으로 하위수단 간의 조율을 통해 정책의 정합성을 높일 필요가 있다. 특히 공공고용 서비스와 직업훈련이 우선순위가 높은 분야로 나타났는데 현장의 수요와 정책 수혜자의 체감도를 높일 수 있는 구체적인 실행 방안을 마련할 필요가 있다.
Abstract
This study provides policy suggestions for resolving youth employment challenges by reconfiguring the institutional arrangements for labor markets, including employment protection legislation, unemployment insurance, and active labor market policies. We draw upon previous literature on the effects of institutions and policies on youth employment and provide directions for labor market reform, agreeing on the issues by performing an analytical-hierarchical process with stakeholders, such as academic experts, policy practitioners, and the youth. The results show that there is no agreement on the direction for the reform of either employment protection legislation or unemployment insurance. However, the stakeholders agreed that narrowing the gaps in employment protection legislation for regular- and fixed-term employees would help resolve youth employment problems. Further investment in active labor market policy draws unanimous support with high priorities among policy measures, requiring the fine-tuning of policy instruments. Specific recommendations can meet the demands of both stakeholders and policy beneficiaries.
