초록
In a narrow sense of 'immigration', there is no immigration policy in Japan. If any, it is Japan's immigration policy that she would not accept foreigners nor send immigrants to abroad. It is not easy to acquire Japanese nationality and Japan reluctant to grant permanent residency to foreigners. Furthermore there is nearly scant effort to lower threshold for citizenship or nationality. In a broad sense, Immigration is a long term residency on foreign soil. In this sense, unofficial policy of Japan government for foreign workers is part of the immigration policy. But Japan hasn't conceded that was to bring in foreign workers. This thesis treats the notion of 'immigration' as comprehensive meaning, and analyses the history and current state of affairs of Japan's immigration policy. After World War II, Japan government has seemingly taken a cautious attitude to immigration. However, Japan substantially permits residency of Japanese foreigners, Chinese, and East-South Asians as an unskilled workers under the name of 'residency' and 'training' since 1990's. While business circles have been demanding import of foreign workers, it does not reach at a social consensus. Meanwhile, Japan government made the pact with Philippines and Indonesian about economic cooperation that is to accept nurses, which shows the possibility of transformation in immigration policy of Japan.
