A Study on the low Fertility Phenomenon and the Family Policy for the multi-cultural Families in Germany

The Migration of agricultural populations to the cities and foreign countries were activated through modernizationsprocess in Germany. It was the beginning for the increasing foreign workers and multi-cultural families in Germany. German government was confronted by the needs which the perspective to the multi-cultural immigrants should have been turned in order to solve the low fertility problem and a shortage of labor. Therefore, the German government made a search for improving family policy. With such a socio-economic background, this study has a purpose to analyze the fertility problem and the family policy for the multi-cultural families as a instrument to solve the decreasing population problem. Recently the immigrants take possession of about 20% in whole German population. Generally, the immigrants have conservative family tradition and show hight fertility rate. So, they are important humane resources in population structure. Nevertheless, recent family policy is not supportive and not specialized for them. It is needed a package of supportive measures in order to encourage childbirth, day care and working mom in the multi-cultural families.
