The low fertility in Germany is a long phenomenon since several ten years. But, the population policy which pursued immigration from foreign countries, mistrust in the state-centred family policy which stemmed from the Nazi-regime, and the tradition of class politics which took family policy for unimportant made the continuous low fertility peripheral in the social policy discussion. The report of the world bank, the roles of some famous politicians as issue-takers, the rising concern about the quality of population as labour forces and the economic interest to use women s labour force contributed to rising concern about the continuing low fertility since 2000. This concern led to the qualitative change in german family policy. German family policies are trying now to compensate not the cost for child care but the opportunity cost from the birth of child. The nursery for under 3 is introduced in large scale and the community network for families is being introdueced. The change in german family policy show us which direction korean family policies should pursue: the fair sharing of child care between women and men, the compensation of opportunity cost because of child birth and the social consensus for introducing of community network for families.
