2014년 말에 미국의 오바마 대통령은 미국이 對쿠바 적대정책을 폐기하고 쿠바와의외교관계를 정상화하겠다고 발표함으로써 세계를 놀라게 했다. 이후 양국은 관계정상화를 위해 필요한 정책과 절차들을 차근차근 밟아 나가더니 2015년 7월 상대국에대사관을 개설함으로써 마침내 양국 간의 외교관계를 완전 정상화시켰다. 이에 본연구는 오바마 행정부의 對쿠바 정책 전환을 가져온 요인을 국내적·국제적 수준에서분석하고 미국-쿠바 관계정상화가 미국-북한 관계에 가지는 함의를 논의한다. 본연구에 의하면 북한-미국 관계는 미국-쿠바 관계와 비교하여 표면적인 유사성에도불구하고 큰 차이점이 존재하며, 따라서 미국-쿠바 관계 정상화가 북한-미국 관계개선을 기대하는 근거가 될 수는 없다.
Abstract
Around the end of 2014 President Obama of the United States surprised the world by announcing that the U.S. would nomalize its diplomatic relations with Cuba, abandoning its hostile policy toward it. Afterwards the two countries took necessary steps toward the goal and finally nomalized their diplomatic relations by opening their ambassies in their counterparts. This study analyzes the determinants of policy change toward Cuba of the U.S. at both international and national levels, and also discusses its implications to U.S.-North Korea relations. This study shows that despite the apparent similarities of Cuba and North Korea there exist significant differences between the two countries, and therefore, this study argues, the diplomatic nomalization of U.S.-Cuba cannot be a predictor of U.S.-North Korea relations improvement.
