글로벌 차원에서 해외이주노동자는 다양한 차별의 대상이 되고 있다. 북한의 해외파견노동자는 더욱 복잡한 입장에 놓여있다. 북한 주민의 해외노동에 관한 유출유출과 유입요인은 다른 국가의 사례와 유사하다. 따라서 특히 주목할 요인은 제재의 비의도적인 효과로서 제재의 역설이 발생하고 있다는 점이다. 예를 들어, 5.24조치에 의하여, 풍선효과가 발생하기도 하였고, 2010년대 최대 15만명이 노동을 한 것으로 추정된다. 코로나 팬데믹 이후, 약 10만명 이상이 노동하는 것으로 추정이 된다. 북중 사이에 노동자의 잔류와 귀국, 그리고 교대인원 파견을 둘러싼 문제가 현안 쟁점이 되고 있다. 중국당국의 입장에서 북중관계의 특수성에 기반한 대외전략과더불어 중국식 인도주의의 절충적 해법이라고 평가할 수 있다. 그러나 장기 해외체류와 가족간의 격리로 인하여 또다른 차원의 인도주의적 문제가 발생하고 있다. 2023년 이들의 임금총액을 단순합산하면, 북한 총수출액의 약 2배로 추정된다.
Abstract
On a global scale, overseas migrant workers are subject to various forms of discrimination. North Korean overseas dispatched workers are in an even more complicated position. Push and Pull factors of North Korean residents working overseas are similar to those in other countries. Therefore, a particularly noteworthy factor is that the paradox of sanctions is occurring as an unintended effect of sanctions. For example, due to the May 24th Measures, a balloon effect occurred, and it is estimated that up to 150,000 people worked in the 2010s. After the COVID-19 pandemic, it is estimated that more than 100,000 people are still working. From the Chinese authorities' perspective, this can be evaluated as a compromise solution of Chinese-style humanitarianism along with a foreign strategy based on the special nature of North Korea-China relations. However, long-term overseas stays and family isolation are creating another dimension of humanitarian problems. If we simply add up their total wages in 2023, it is estimated to be about twice North Korea's total exports.
