숙련 및 정주 노동이민 중심의 독일 이민정책 분석: 바이에른 주와 작센 주 사례를 중심으로

초록

본 논문은 독일의 바이에른 주와 작센 주를 중심으로 숙련 및 정주 노동이민에 관한 독일 이민정책을 분석한다. 한국은 급격한 인구구조 변화와 경제적 문제에 직면해있으며, 이를 해결하기 위한 이민정책의 필요성이 대두되고 있다. 독일은 2000년대 이후 포용적 이민정책을 일관성 있게 추진하여 인구 증가와 경제성장에 기여하였다. 본고는 바이에른과 작센 두 지역의 사례를 통해 독일의 이민정책이 지역적 특성에 따라 어떻게 구현되고 있는지를 분석하고, 이를 바탕으로 한국의 이민정책 방향성을 제시하고자 한다. 바이에른 주는 경제적 부유와 높은 통합정책을 통해 이민자 유입을 성공적으로 관리하고 있으며, 작센 주는 경제적 성장을 도모하며 이민자 통합을 위한 다양한 정책을 시행하고 있다. 두 지역의 비교를 통해 한국이 숙련노동자 유입과 사회통합을 위한 정책적 시사점을 얻을 수 있을 것이다

Abstract

This paper analyzes German immigration policy, focusing on skilled and permanent labor migration in Bavaria and Saxony. The country faces significant demographic and economic challenges that require effective immigration policies. Since the 2000s, Germany has consistently implemented inclusive immigration policies that contribute to population growth and economic development. This study examines how German immigration policies are implemented in Bavaria and Saxony, considering regional characteristics, and aims to provide policy recommendations for South Korea. Bavaria successfully manages immigrant inflows through economic prosperity and robust integration policies, while Saxony implements various policies to promote economic growth and immigrant integration. The comparative analysis of these regions provides insights into policy directions for attracting skilled workers and promoting social integration in South Korea.
