Abstract

The purpose of this article is to examine the gap and convergence trends of labor immigration policy in the United Kingdom and Germany and the causes of the gap and convergence. It presents that economic and demographic situation and political response, supranational institution like the European Union have influenced the emergence of the gap and continuity of the convergence in both countries. This research introduces the gap between the output and outcome in labor immigration policy had been occurred in the immigration policy of Britain’s low skilled workers from Central and Eastern European countries and Germany’s high skilled workers from the third countries in the 2000s. It also presents the convergence trends that recruit high skilled workers through the point system in the UK and the Blue Card program in Germany has been continued since the 2000s. While economic circumstance such as labor shortage and political action by the labor government have affected the gap and convergence of labor immigration policy in Britain, demographic change and labor immigration policy of the European Union in addition to labor force demand and political response by the ruling party have been an effect on those of migrant worker immigration policy in Germany. This study presents two suggestions for the change of migrant worker immigration policy in Korea. First, there will need to be public debates in political and civil society in regard to the change of labor immigration policy. Second, migrant worker immigration policy in Korea requires the reformation for responses to labor shortage and population decrease in the near future.
