독일 사례 분석을 통한 한국의 외국인력 도입방안 연구: 전문인력을 중심으로

한국은 2021년 0.81명의 합계출산율에 직면하고 향후 급격한 생산인구감소가 예측된다. 현재까지는 외국에 비해 높지 않은 수준의 인력난을 겪고 있으나, 향후 높은 인적자본이 요구되는 고임금 산업부터 노동력 부족이 예측되고 있다. 20세기 후반 한국은 노동수출국에서 노동수입국으로 변모하였으며, 2019년 252만 명의 외국인주민이 거주하여 총인구의 4.9%를 차지하고 있다. 낮은 합계출산율과 고령인구 증가로 외국인력의 노동시장 진입의 중요성이 확대될 것으로 전망된다. 그러나 그간의 외국인력 공급은 재외동포와 방문취업, 아시아국 중심의 비전문인력 고용허가 등 단기 노동이주 중심의 정책에 치중하였다. 현재의 정책으로는 본격적으로 생산가능인구 감소하는 시대에 필요한 인력수급이 어려울 것으로 전망된다. 따라서 독일 등 저출산과 고령화 등으로 노동인력이 부족하여 외국의 숙련노동력을 확보한 국가의 법제도를 살펴 고숙련 외국인력 유입, 숙련화 된 비전문취업 체류자격자의 활용, 외국인유학생 국내 노동시장 정착여건 개선 등 앞으로 한국 노동이민정책에의 함의를 제시하였다.
Abstract
Korea faced a total fertility rate of 0.81 in 2021. A rapid decline in the working population in Korea is predicted in the future. Until now, it is experiencing a manpower shortage that is not high compared to other countries, but a labor shortage is predicted in high-wage industries that require qualified human capital in the future. In the second half of the 20th century, Korea changed from a labor exporting country to a labor importing country. In the future, the importance of foreign workers entering the labor market is expected to increase due to the decrease in the fertility rate and the increase in the elderly population. However, the supply of foreign workers so far has focused on policies centered on short-term labor migration, such as overseas Koreans and visiting employment, and permission to hire non-professionals mainly from Asian countries. The current policy is expected to make it difficult to supply the necessary manpower in an era when the working-age population declines in earnest. Therefore, by examining the legal system of countries that have secured skilled labor in foreign countries due to a shortage of labor due to low fertility and aging, such as Germany, the implications of future Korean labor immigration policies such as influx of high-skilled foreign workers, utilization of skilled workers with E-9 visa and improvement of conditions for foreign students to settle in the domestic labor market presented.
