사이버 ‘테러’ 대응체제의 문제점과 개선방향

Abstract

This paper aims at pointing out several problems on the currentcountermeasure system against cyber ‘terror’ in Korea, focusing, inparticular, on the definition of cyber ‘terror’ and the structure ofthe system. For the improvement of these two factors are thekernel in overcoming the ineffective ability of the system to copewith cyber ‘terror’. The first part of this article is assigned to a critical assessmentof the existing conception of cyber ‘terror’. Analyzing thedefinition and categorization of cyber ‘terror’, I contend that thecurrent definition enumerating meaninglessly abstract concepts, andthe categorization which is nothing but a classification forclassification, are a white elephant in a real fight against cyber‘terror’. In the latter part of this article, then, I examined the structure ofthe countermeasure system against cyber ‘terror’. Here, Iascertained the inefficiency of the system resulted from itsdistributed structure, and criticized the confusion in relatedlegislations and the inconsistencies caused by the ill-devised controltower. In conclusion, I proposed to redesign a system to effectivelyengage with cyber ‘terror’. That system must be equipped withsome devices as follows: a future-oriented open concept of cyber‘terror’ which can function as a clear criteria; an integratedstructure that can maximize the capability of various sectors eachof which serves its own independent interests, and a structure oflegislation with coordination and consistency.
