Abstract

This article aims to explore the background and characteristics of the Brazilian community in Hamamatsu, Shizuoka Prefecture, paying attention to the fact that the return migration of the Japanese-Brazilians to Japan has taken place on a large scale since the 1990s. To this end, this study conducted an extensive literature review and field research in Hamamatsu City from February 2 to 9, 2023, for an in-depth analysis based on semi-structured expert interviews. The return migration of Japanese-Brazilians began amid the economic, political and social crises in Brazil in the 1980s and the revision of Japan's Immigration Control and Refugee Recognition Act in 1990. In the case of Hamamatsu, about 9,648 Brazilians lived in the city as of January 2023, and the growing demand for labor at Hamamatsu's abundant manufacturing-related factories drove the influx of Brazilians. Unlike Korea, where the central government implements multicultural policies, Japan has been equipped with local-customized multicultural policies and systems as each local government becomes the main player of the policies. Similarly, Hamamatsu has been providing various support measures for foreigners living in the city as well as Brazilians, centered on Hamamatsu City Hall and the Hamamatsu Intercultural Center. The creation of a favorable environment for Brazilians at the Hamamatsu level resulted in a virtuous cycle of an influx of Brazilians, which is also the decisive reason why Hamamatsu is still Japan's largest city in terms of the size of its Brazilian population and the easiest for Brazilians to live in the city today.
