이 연구는 시각장애인 구직자와 취업자 및 직업재활 현장전문가의 관점에서 시각장애인 직업능력개발과 취업지원 방안을 제시하는 데 그 목적이 있었다. 이러한 연구 목적을 달성하기 위해 핵심집단면담을 실시하였으며, 이 면담에는 시각장애인 구직자, 안마업 이외의 직종에 취업하고 있는 시각장애인, 시각장애인복지관 등에서 직업재활 업무를 수행하고 있는 현장전문가가 각각 8명이 참여하였다. 전사한 면담 자료를 분석한 결과 우리나라에서는 시각장애인에게 적합한 직종을 중심으로 직업훈련을 실시하는 것보다는 각자 능력과 관심 등 시각장애인 개인의 특성에 따라 다양한 직종에 취업할 수 있도록 지원해 주는 직업재활체계를 구축할 필요가 있는 것으로 나타났다. 직업훈련 면에서 취업과 연계될 수 있는 실무중심의 맞춤형 훈련이 필요하고, 시각장애 특성을 고려한 훈련 방법과 교재 및 강사 등이 필요한 것으로 나타났다. 취업 알선 면에서 시각장애인 구직자들의 직업의식 개선, 잠재적 고용주들의 시각장애에 대한 인식 개선, 취업알선 기관 간의 연계와 협력, 시각장애인의 특성을 고려한 정부 지원정책이 제안되었다. 시각장애인의 취업유지를 위해서는 시각장애인 취업자뿐만 아니라 사업주도 다양한 방식으로 지원하여야 한다고 지적되었다. 끝으로 보호작업장도 시각장애인의 취업기회를 확대시키는 데 효과적인 지원 방안인 것으로 나타났다.
Abstract
The purpose of this study was to explore the strategies for developing vocational abilities and promoting the employment of persons with visual impairments. Focus-group interviews were conducted with participants unemployed with visual impairments, those employed with visual impairments, and rehabilitation workers for persons with visual impairments (eight members for each group), respectively. The results were as follows: first, the participants did not propose new blindness-specific jobs but expressed the need for developing the vocational rehabilitation system in which persons with visual impairments could be trained to be employed in the jobs on their own choice; second, they emphasized the planning and implementation of job training for maximizing the employability of trainees in the job market; third, they identified a variety of strategies for promoting the employment of persons with visual impairments; fourth, they stated the services for maintaining jobs should be provided for those with visual impairments as well as for the employers; and, finally, they agreed that sheltered workshops needed to be established to provide job opportunities for heterogeneous groups of persons with visual impairments.
