본 연구의 목적은 미국과 영국의 시각장애인 직업재활 및 고용촉진 제도를 고찰함으로써 우리나라 시각장애인 직업재활 및 고용촉진 전략을 탐색하는 것이었다. 이러한 연구 목적에 따라 미국 및 영국의 시각장애인 직업재활관련 법과 제도, 서비스 전달체계, 서비스 전달과정, 전문가 유형별 양성 체제와 업무 및 취업 현황 등을 고찰했다. 이러한 고찰을 기초로 우리나라 시각장애인 직업재활 및 고용촉진 전략으로서 의료법과 안마사에 관한 규칙 개정, 장애인 차별금지법 제정, 한국장애인고용촉진공단 기능 개편, 시각장애인복지관과 시각장애인연합회의 역할 명료화, 기관간 연계 구축, 시각장애재활사 양성, 안마사 양성 제도개혁과 안마업 형태 변화, 시각장애인 다수고용 사업체 설립, 맞춤형훈련 등을 제안했다.
Abstract
The purpose of this study was to explore the strategies for promoting vocational rehabilitation and employment of people with visual impairments in Korea by reviewing employment-related systems in the United States and the United Kingdon, respectively. Major laws and policies related to employment of people with visual impairments, public and private service delivery systems, service delivery process, professionals and their roles, and employment rate and types of jobs held by those with visual impairments in the two contries were discussed. This paper concluded by proposing the strategies for promoting employment, such as revising medical law and regulations about massage, legislating disability discrimination prohibition act, reorganizing Korea Employment Promotion Agency for the Disabled, redefining the roles of welfare agencies for and federations of the visually impaired, training vision rehabilitation officer, leveling up the education of masseurs, establishing a factory for people with visual impairment, and introducing the person-to-job matching program.
