고령 장애인의 직업재활 방향 탐색

초록

한국을 포함한 선진국들의 최근 사회복지정책은 (a) 복지정책과 (b) 노동시장 정책과의 연계성을 강화하는 ‘근로 연계적 복지(welfare-to-work)’ 또는‘근로 유인적(work incentive)정책설계’를 강조하고 있다. 즉, 국가‧사회‧경제적 과제를 동시에 해결하기 위해 고령층의 노동참여의 어려움들을 제거하고, 고령자가 오랫동안 일할 수 있는 환경을 조성하려는 노력에 초점을 맞추고 있는 것이다. 그러나 최근 수행되고 있는 고령자 고용지원 사업과 같은 정부 지원 사업에서는 고령자의 (a) 노령으로 인한 장애(late-life disability)의 경험이나 기존의 장애에 더해지는 고령화의 징후들(symptoms)과 관련된 이슈와 (b) 이로 인하여 발생되는 고령 장애인의 장애에의 적응 및 대처 문제, 경제적 혹은 직업욕구의 문제 등에 어떻게 효율적으로 대처해 나갈 것인가? 하는 이슈들을 간과하고 있다. 따라서 본 연구에서는 이러한 문제의식에 대응하기 위한 하나의 방안으로, 정부의 고령자 고용지원사업을 살펴보고, 고령 장애인의 직업재활 방향을 탐색적으로 연구하였다. 이를 위해 본 연구의 연구방법으로는 문헌 연구방법이 사용되었으며, 본 연구의 구성은 (a) 한국 고령자의 특성과 욕구 및 변화하는 복지정책 내에서의 정부의 고령자 고용지원사업의 특성 (b) 고령 장애인을 위한 직업재활과의 연계 가능성 (c) 미국의 고령층 고용지원서비스와 직업재활과의 협력체계 그리고 (d) 미국의 직업재활 학계에서 고령 장애인을 위해 수행된 연구들의 동향을 함께 살펴봄으로써 (e) 결론 및 제언부분에서는 고령 장애인의 직업재활연계 가능성 및 이를 위해 전제되어야 할 부분과 한국의 직업재활 학계, 현장 및 연구에서 준비하고 고려해야 할 구체적인 방향 등을 제시하고자 하였다.

Abstract

In many aging-related studies, the issue of extending the working lives of older individuals has become a serious concern for economic sustainability in South Korea. Many public policies and employment support services for older individuals have been changed to encourage older workers to work more. Various employment services for the older population are facilitating the Korean Government’s attempts to persuade older people to maintain their employability. Having a job, sustaining a job, or re-entering a job market in later life has become an aspiration for most of the aging population in South Korea due to financial necessity. However, governmental employment support services are eliminating the issue of disability among the older population. With the age of workers increasing, a greater number of older individuals are likely to experience disability. However, few studies have investigated ways to support older individuals who are disabled through public employment support services. Over the past two decades, vocational rehabilitation professionals have not been committed to helping the older population find and retain employment. Vocational rehabilitation services have focused mostly on the working age population with disabilities. The present is an opportune time to attend to the demographic composition of older clientele. Rehabilitation professionals take the steps necessary to expand and develop our dated rehabilitation systems and community programs by promoting greater coordination of employment services for older workers. This study also suggests a few political, educational, practical, and research implications for further developments of the vocational rehabilitation services for older individuals with disabilities.
