연구목적: 본 연구는 부산광역시의 장애인 노동시장 분석을 통해 장애인 고용활성화 방안을 제시하기 위한 목적으로 수행되었다. 연구방법: 이러한 연구목적을 달성하기 위하여 부산광역시의 장애인의 고용의 산업 및 직종 구조, 장애인 고용의 결정요인을 살펴보았다. 또한 본 연구는 장애인 고용지원서비스기관과 장애인의 거주지 분포를 확인하여 이들 간의 공간적 구조도 확인하였다. 연구결과: 분석 결과 부산지역의 장애인 업종 집중도는 제한적이며, 집중도의 다양성이 상대적으로 낮다는 것을 확인하였다. 그리고 장애인 고용 결정요인 분석 결과를 통해 지역간 장애인 고용성과 격차가 존재하는 것을 발견했으며, 장애인 고용성과 역시 비장애인의 사례와 유사하게 지역 간 고용성과 격차가 유의미하게 나타나는 것으로 확인되었다. 또한 부산 지역 장애인의 거주지 밀도가 기존의 장애인 취업지원기관의 입지와 상이한 것을 확인할 수 있었다. 결론: 지역의 산업 구조와 장애인구의 구성 등을 고려한 지역맞춤형 취업지원책이 마련될 필요가 있다. 그리고 장애인 취업지원의 실효성을 담보하기 위해 장애인구 집중지를 중심으로 취업지원기관의 배치 혹은 재배치가 요구된다.
Abstract
Purpose: The purpose of this paper is to analyze the employment structure and its performance of the disabled in Busan metropolitan city. The reason that Busan has been chosen as our case study is because Busan has similar percentage of the disabled out of whole population, compared with the nation as a whole. Furthermore, it is known that the employment performance of the disabled workers is one of the poorest among other provinces. This fact might be the reason that Busan city recently implements various policy measures to improve public employment service, targeting the disabled. Method: This study makes use of several methodologies such as location quotient and logistic model using the Korean Census Data in 2010. In addition, this study employs SGIS from the Statistics Korea to find out spatial distribution between the residence and the public employment service institutes of the disabled. Results: Our results show that Busan, compared with Seoul, has relatively lower industrial and occupational concentration index. This phenomenon implies that jobs for the disabled concentrated in certain sectors and occupations. Furthermore, these occupations are not generally reckoned as decent jobs. Finally, we found spatial inconsistency between the disabled and the institutes of public employment service for them. Conclusion: Upon our findings on regional disparity of employment performance, it is necessary that the government implement the region-specific public employment service for the disabled to boost their employment performances. In the case of Busan, diversification of industry and occupation is needed for the disabled to participate in work. Also the spatial discordance between residence and the public employement service institute is needed to eliminated to improve matching efficiency.
