본 연구는 장애인 직업재활이나 고용은 여러 가지 요인들이 상호 밀접하게 관련되어 있는 가운데, 특별히 직업재활 정책적 요인과 서비스 제공자들의 지역사회를 중심으로 한 연계는 필수적이라는 전제하에 중등교육이후 지역중심의 장애인 직업재활촉진모형을 개발하기 위한 연구이다. 본 연구에서 사용된 연구방법은 문헌연구, 질적분석, 실태조사이며 질적분석은 장애인고용촉진 및 직업재활법에 의한 직업재활기금사업 수행기관의 2002년과 2003년의 평가자료와 1982년부터 2003년까지 우리나라 직업재활사업 실적을 활용하였으며 연계실태는 직업재활기금사업 수행기관을 대상으로 조사를 실시하였다. 본 연구결과 중등교육이후 중증장애인 직업재활사업은 정책적인 측면에서는 법 적용 대상이 경증장애 중심으로 이루어지고 추진체계도 중앙이나 지역이 조정체계가 없어 서비스가 분산되어 제공되고 있으며 연계도 사례관리체계나 적절한 역할분담 없이 서비스 기관별로 이루어지다 보니 서비스의 효과성이 떨어지는 것으로 분석되었다. 따라서, 이를 해결하기 위해서는 정책적으로는 차별금지법과 아울러 현 직업재활법의 개정과 사례관리체계구축이 필요하며 연계방안에 대해서는 장애인복지관과 직업재활센터를 중심으로 공단지방사무소, 직업재활시설, 특수학교 등이 역할과 기능에 따라 연계하는 방안이 모색되어야 하며 사례관리체계에 대해서는 후속적인 방안연구가 필요한 것으로 나타났다.
Abstract
The purpose of this study is to develop job promotion models for post secondary services of persons with disabilities. The ultimate goal of post secondary services is to more students into meaningful, remunerative employment and maximally independent living arrangement. As such, this study may include a broad array of possibles services and outcomes, such as, counselling, accessment, work-adjustment traning, skill-training, job development and placement, sheltered employment, supported employment, postemployment services, and assistant technology. The models of this study is to analyze their quality of vocational rehabilitation services, their service outcome data, and surveying in the real status partnership. The conclusions of this study are as following: First, to establish a basic infrastructure for successful creation of job for postsecondary service and en acting a Disability Discrimination Act and a revision of the Disabled persons welfare Act and the Disabled persons Employment promotion and Vocational Rehabilitation Act. Second, have got to building care management system and formulate a plan. Third, require to link inter-agency with as the central Rehabilitation center.
