Abstract

Purpose: The purpose of this study is to analyze in a multi-layered manner the domestic policy that supports the training and hiring process of teachers with disabilities, which are essential for realizing an inclusive society. The focus is to understand in-depth the complex operating mechanisms and limitations of the policy and to suggest effective improvement strategies. Method: Using the multi-dimensional education policy analysis model proposed by Cooper, Fusarelli & Randall (2004) as its analytical framework, a qualitative research method was applied to classify the contents according to four dimensions (normative, structural, constitutive, and technical) and analyze them from various angles to a total of 25 government policy materials, related research reports, and academic studies related to pre-service teachers with disabilities in Korea. Results: Although the policy for pre-service teachers with disabilities is oriented toward the normative values of human rights and equality, it was found to lack the structural alignment and technical implementation capacity to actually implement it. It was analyzed that the division of responsibility and lack of collaboration between policy entities such as universities, Offices of Education, and schools disrupt the continuity of support policies and do not sufficiently reflect the actual experiences and needs of pre-service teachers with disabilities. Implications: Accordingly, this study suggests that there is an urgent need to design an integrated policy for pre-service teachers with disabilities from college admission to entry into the teaching profession, establish a collaboration system between policy-related entities, strengthen person-centered support, and improve the technical implementation of policies. Suggestions for future research in hopes of improving the effectiveness of support policies for pre-service teachers with disabilities and building an inclusive education system were discussed.
