한국 장로교회와 장로직: 장로임기제 도입에 대한 개혁신학적 탐구

이 논문은 한국 장로교의 장로직제의 실체와 그것의 교회사적, 개혁신학적 여부를 타진해 본다. 특히 한국 장로교의 장로직제 나아가 장로교 치리회가 개혁신학적 혹은 칼빈(John Calvin, 1509~1564)의 제네바 교회 치리회(Consistory)에 얼마나 부합하는지를 분석한다. 이상의 탐구를 통해 우리는 한국의 장로교 정치 구조가 칼빈이 시도한 치리회 제도의 정신과 얼마나 부합하지 않는지를 확인할 것이다. 장로회 제도에 대한 이러한 개혁신학적 탐구를 통해 이 글은 장로 임기제의 법제화를 요구할 것이다. 한국 장로교가 영향 받았다는 미국의 장로교에서는 이미 대부분 장로 임기제가 실시되고 있는 사실에서 우리가 계속 종신제를 유지시키는 것은 떳떳하지 못하다 할 것이다. 물론 스코틀랜드 장로교회에서 장로 종신직이 시행되고는 있지만 이는 국가의 간섭으로부터 교회의 자치권을 확보하기 위한 실용적 목적에 따라 도입되었다는 점을 고려할 때 우리가 모범을 삼기에는 논리적 근거가 희박하다. 오히려 한국의 장로 종신직은 다분히 한국 문화의 산물인 것으로 동네 ‘어른’ 장로의 복사판인 것이다. 이러한 전통적인 한국의 유교적 문화적 개념에 따라 한국의 장로 종신직이 유래하였다고 볼 때, 임기제로 고치는 것은 거부할 명분이 없다고 하겠다. 특히 개혁신학의 유산을 물려받은 한국 장로교로서는 칼빈의 제네바 교회 치리회 구성 목적 및 그 운영과도 일치하지 않는다. 칼빈이 제네바 교회 치리회 제도를 만든 목적 중 하나는 목사든 장로든 1인 혹은 1개 조직의 권력 집중화를 막는 것이었고, 이를 제도적으로 뒷받침하기위해 제네바 교회 치리회 의원 중 장로 임기를 (연임이 가능한) 1년으로 정한 것이었다. 치리회의 효율적 운용을 위해 칼빈이 장로 임기제를 실시한 것과 같이, 한국 장로교 역시 장로 임기제를 실시하는 것이 옳을 것이다. 물론 이 글의 논지를 지지하는 전제 조건으로 칼빈이 제안한 바와 같은 목사의 자격과 그 지위에 대한 철저한 제도적 검증, 관리, 감독 장치 설치를 제안한다. 장로의 임기제 도입은 이와 같은 목사에 대한 제도적 견제 장치의 개설을 전제한다.
Abstract
This paper analyzes the organization of eldership in Korean Presbyterian churches and asks if it coincides with the ecclesiastical, Reformed, and biblical substantiation. Especially it concerns how it or Presbyterian consistory in Korea corresponds to the Reformed or the Genevan Consistory under the leadership of John Calvin(1509-1564). Through these studies, can we recognize that the organization of Korean Presbytery is far from the ethos of Genevan church in the ministry of Calvin. Reading the organization of eldership in view of Reformed tradition, we demands the legalization of the term of an elder. We do no justify ourself the life tenure of an elder in view of that the presbyterian churches in U.S.A., which has had an effect on Korean Presbyterian churches, already execute the term office of an elder. It is true that the Presbyterian churches in Scotland implement the system of the life tenure of an elder. However, we need to consider that it was made in practical purpose to secure the autocracy of the church from the intervention of the state. In this sense, it is not the model for Korean Presbyterian churches. Rather, the life tenure of an elder in Korean churches is the product of Korean culture, namely the copycat of the elder as a ‘senior’, a respected person only because of the ages, living in the neighborhood. Recognizing that the life tenure of elder in Korean Presbyteian churches originates from the Korean Confucian social custom, we have no justification to reject the revision from the life tenure to the organization of the term of an elder. The term system of an elder should be, of course, brought alongside of the institutional check of the ministers, as in Geneva.
