직제의 관점에서 본 한국교회의 위기와 신학적․실천적 대안모색: 한국장로교회를 중심으로

우리는 한국교회 역사상 유례없는 문제와 위기에 직면한 한국교회의 상태를 상기시킴으로써 본고를 시작했다. 총선과 대선이라는 정치적 큰 행사를 앞 둔 한국사회와, 100주년을 앞둔 한국장로교총회를 의식하면서 ‘정치’라는 주제를 선택하였다. 교회의 내적인 문제 중에서도 중요한 교회 직제의 문제를 대표적인 두 개의 한국장로교회총회를 중심으로 분석하고 나름대로의 신학적․실천적 원리를 제시해 보았다. 통합측 총회와 합동측 총회를 비교할 경우, 합동측 총회에는 치리회로서 대회가 추가되어 있었고, 목사의 임무가 통합측 보다 더 많이 규정되었다. 가령 목사는 집사직의 직무도 가지고 있었다. 안수 받은 평신도 직분의 임기에 대하여 합동측 총회는 약간의 제한의 구절을 삽입하였다. 두 교단 모두 치리회는 장로로만(설교 장로와 치리장로) 구성된다. 우리는 구체적 실례는 많이 제시하지 못했지만, 개혁교회와 장로교회의 직제의 근거나 기능이나 치리회의 성격이나 운영에 대한 중요한 10 가지 이상의 신학적 원칙과 실천적 혜안을 제시하였다. 직제는 예수 그리스도의 통치권(Christocracy) 하에 있는 직제이며, 교회의 본질(esse ecclesiae)로서의 직제가 아니라, 좋은 교회(bene esse ecclesiae)를 형성하기 위한 도구로서의 직제이고, 하나님의 말씀에 대한 봉사(섬김) 속에 있는 직제이다. 직제에는 만인제사장직의 ‘일반 직제’와, ‘특별 직제’이 있고, 직제는 본질상 동등성(parity) 속에 있는 직제이며, 기능상 차이성 속에 있는 직제이고, 상호 균형과 상호 조화 속에 있는 직제이며, 구속사적 적응성과 개방성 속에 있는 직제이다. 치리회는 협의회성(collegiality; collegium)과 대표성 속에 있는 치리회가 되어야한다.
Abstract
This Paper investigates the Present Crisis of Korean Churches and the Theological and practical Proposal to Improve it in terms of the Office Regulations: Centered on the Presbyterian Churches in Korea. We focus on two Presbyterian Churches, namely the Presbyterian Church of Korea(PCK) and the General Assembly of Presbyterian Church in Korea(GAPCK). Here Elders are of two classes. The teaching and ruling Elder, generally called ‘Minister,’ and the ruling Elder, generally ‘Elder.’ In GAPCK they shall be male members in full communion. Ministers are offices set apart by ordination for the preaching of the Gospel of Christ, the administration of the Sacraments, and the government of the Church. Ministers installed over one more churches called ‘pastors.’ Those appointed by Presbytery to evangelic work are called ‘Evangelists.’ Elders are officers elected by the members and set apart by ordination to join with the pastors in the spiritual care and government of the Church. Deacons are officers elected by the members, and set apart by ordination to join with the pastors in the care of the poor and the sick, and the care of finances. In both PCK and GAPCK these shall be male members in full communication. In PCK the Church administers government through Sessions, Presbyteries and the General Assembly. In GAPCK the Church administers government through Sessions, Presbyteries, the Synods and the General Assembly.
