주요국 의무교육제도 비교분석 및 정책적 시사점

현대 공교육체제에서 의무성(義務性)과 무상성(無償性)은 교육받을 권리를 보장하기 위한 제도적 체제로 인정받고 있다. 의무성은 국가가 국민들의 교육받을 권리를 보장하기 위한 책무라고 한다면, 무상성이란 교육을 받는 학생에게 부담을 주지 않고 교육활동에 소요되는 모든 비용을 무료로 하는 교육의 형태를 의미하며 이는 국가의 재정적 한계를 반영하여 순차적으로 시행된다. 본 연구에서는 7개 주요국가의 의무무상교육 체제 구축 현황을 의무 무상교육기간, 교육비 부담 주체 및 재원확보 방식, 무상교육 지원 범위로 세부 내용을 구분하여 제시하였다. 주요국 의무교육제도에 대한 비교분석 결과, 대부분 국가에서는 9년 정도의 의무교육 체제를 구축하고 있으나 무상의 범위는 모두 다르게 나타났고, 유치원, 고등학교 단계 및 저소득층에 대한 지원을 늘리고 있었다. 이러한 결과를 통해 우리나라 의무교육 및 무상성의 범위 확대 등을 위하여 국가의 의무교육 목표 명확화, 재정확보 의지 및 무상범위 확대 등의 시사점을 도출하였다.
Abstract
Compulsory Education and free education system are to guarantee the equal opportunity that is right to be educated in modern public education system. Compulsory education is the obligation to guarantee the right of the people to education. Free education is sit in order to solve the financial limitations of the country. Korea has nine years of compulsory education plan is complete and has been implementing some of the principles of free education. Comparing the compulsory education system of major countries, most countries have 9 years of compulsory education system, but the scope of free education is different, and the support for kindergarten, high school level and low income class is increasing. Through these results, we clarified the implications of the clarification of the national compulsory education goal, the willingness to secure financial support, and the expansion of the gratis scope in order to expand the scope of compulsory education and gratitude in Korea.
