이 연구에서는 독일 의무교육제도의 최근 변화를 무상지원의 범위를 중심으로 분석․연구하였다. 연구 결과는 다음과 같다. 첫째, 독일은 무상교육의 범위가 연방 및 주(州)의 여건에 따라 변화되었으며, 주별로 수업교재대금을 부분 유료화하는 등 무상지원 범위를 축소 및 조정하였다. 둘째, 주정부 또는 지자체는 교과서를 포함한 수업교재대금, 통학비, 전일제학교 급식경비 등을 지원하되, 여건에 따라 전액무상, 일부유상, 대여제 등 다양한 방식을 도입하였다. 셋째, 연방정부는 학부모가 제대로 보살피지 못하는 저소득층 및 이민자가정의 자녀들을 학교에서 방과후에도 교육하여 학업성취도를 향상시키고 여성노동력을 활용하기 위한 목적으로 전일제학교를 도입하였다. 넷째, 독일의 의무교육제도는 주별로 다르며, 주 「헌법」과 주 「학교법」 등 관련 법률에 의무교육의 기간과 대상, 무상의 범위, 재원의 부담주체 등을 비교적 구체적으로 규정하였다. 독일의 사례가 우리나라에 주는 시사점은 다음과 같다. 첫째, 중앙정부와 지자체의 경제규모 및 재정여건 등을 고려하여 ‘가칭’ 「중장기 무상의무교육 계획」을 수립할 필요가 있다. 둘째, 지방선거 이후 지자체별로 추진되는 전체 무상급식 확대정책은 종합적으로 재검토할 필요가 있다. 셋째, 현재 우리나라는 의무교육대상인 초ㆍ중학생 전체의 교과서대금을 전액무상으로 지급하는 방식을 채택하고 있으나, 지방교육재정 및 고등학교 학부모의 교과서대금 추가부담을 경감할 수 있는 다양한 지원방안을 검토할 필요가 있다.
Abstract
This study makes an analysis of change in the free compulsory education in Germany. It indicates as follows. First, the scope of free compulsory education changes as the financial situation of federal and state governments. Each state revises its school law and policy of free compulsory education to share the expenses of teaching aids partly including textbooks. Secondly, state and local governments support expenses of teaching aids, school run and school meals of full-time schools. They share its expenses all or partly. Otherwise, they manage the rental system of teaching aids. Fourthly, German federal government introduces the full-time school system to educate the children of the immigrants and low-income families for the purpose of improving children's scholastic development and utilizing married women as labour force in the society. Thirdly, every state in Germany offers a variety of free compulsory educational systems. The period, subject and scope of the compulsory education are stated in their own constitution and school law, including cost sharing between state government, local government and pupils' parents. The implications of this study for Korea show as follows. First, the Planning for long-term free compulsory education is necessary in the light of the economy and financial situation in Korean central and local governments. Secondly, policies of each local government should be reviewed in regard to expanding free school meals in the aftermath of local elections. Thirdly, it is necessary to examine various measures to ease the burden of pupils' parents concerning expenses of teaching aids inclusive textbooks.
