참여예산제도란 자치단체 예산편성 과정과 재정지출의 모든 것을 주민에게 투명하게 개방하여, 주민의 요구와 의견을 사전에 반영하고, 예산편성 권한을 주민이 직접 행사하도록 보장하는 최고의 참여제도를 의미한다. 본 연구에서는 지방교육자치제도 하에서 주민참여예산제도의 도입배경과 의미, 그리고 실태 분석을 통해 향후 제도 개선방향을 모색하고자 한다. 주민참여예산제도는 정부주도형과 민관협의형, 시민주도형의 3가지 유형으로 분류할 수 있다. 주민참여예산제도는 참여민주주의 실현, 재정민주주의 달성 등에 기여할 수 있으나, 중앙재정과 지방재정의 구조적 관계, 중앙정부와 지방정부 권한 관계, 주인-대리인이론에 의한 정보 비대칭성 및 도덕적 해이 관여 등의 한계를 여전히 지니고 있다. 교육청별 조례에 근거한 운영 현황을 보면 주민참여위원회 위원은 지역별, 직능단체별 대표성을 고려한 민간위원으로 구성되며, 아직은 의견제시, 자문 등에 제한적 의견을 반영하고 있다. 예산심의 안건도 교육사업 등에 제한되고 있는 실정이다.
Abstract
Local government budget system has been introduced and operated in the local education self-governing system in earnest. The purpose of this study is to explore the background, meaning, The public participation budget system can be categorized into three types: government-led, private-public consultation, and citizen-led. The system of participatory budgets contributes to the realization of participatory democracy and achievement of fiscal democracy. However, the system of structural reform of central finance and local finance, the relationship between central and local government authority, information asymmetry by the master – agent theory and moral hazard. According to the regulations of the Ordinance of the Ministry of Education, the members of the Residents' Participation Committee are composed of civil committee members taking into consideration the representativeness of each region and functional group. The budget deliberation agenda is also limited to educational projects.
