지역 신성장산업의 경쟁력 분석 및 전망에 관한 연구 - 대구지역 5+1 산업을 중심으로 -

본 연구는 대구광역시 주도의 新산업 육성에 대한 발전방향 수립과 기존 산업과의 동반성장 도모 전략마련에 필요한 기초 자료 제공을 목적으로 하는 연구이다. 이에 민선 6기 전후로 대구광역시가 추진 중인5+1 신성장산업(미래형자동차, 로봇, 물, 에너지, 의료, 스마트 시티)의 경쟁력 분석 및 구간별 변화 양상, 그리고 변이할당분석 방법론을 이용하여 각 산업의 변화를 종사자수와 생산액 데이터를 이용하여 살펴보았다. 산업경쟁력 분석결과. 로봇산업과 미래형자동차산업은 산업집중도 지수와 입지계수, 연평균증가율 측면에서 지역의 기반산업으로 나타났으나 물산업, 스마트에너지, 의료, ICT 융합산업 등은 그렇지 못한 것으로도출되었다. 특히 ICT 융합산업의 경우 산업발전의 정체 혹은 감소가 두드러지게 나타나 산업 성장을 위한지원이 필요한 상황이었다. 변이할당분석을 통해 각 산업을 분석해 본 결과 로봇산업은 산업구조효과 및지역할당효과 등 모든 부문에서 긍정적인 영향을 보이고 있어 대구지역의 새로운 핵심산업임을 확인할 수있었다. 반면, 미래형자동차산업 및 ICT 융합산업의 경우 지역할당효과 측면에서 부정적인 영향이 나타나고있어 이에 대한 적절한 정책적 대응 방안이 필요한 것으로 판단된다. 이에 각 산업별 취약 부분을 인지하고이에 대한 적절한 대응책을 수립하여 맞춤형 지원 체계를 구축하는 것이 요구된다. 그리고 미래 신성장산업으로서의 적절한 산업ㆍ기술적 융합을 통한 5+1 산업의 동반성장을 꾀하는 방안 또한 요구되는 바이다.
Abstract
This study aims to establish directions for the development of the promotion of new industries led by the Daegu Metropolitan City and to provide the baseline materials necessary for the preparation of strategies to promote shared growth with existing industries. Thus, this study analyzed the competitiveness of the 5+1 new growth industries (futuristic automobile, robot, water, energy, medical care and smart city) promoted by Daegu Metropolitan City around the 6th popular election and investigated changes in each industry with the aspects of transition by section and shift-share analysis methodology, using the number of employees and the volume of manufacture. As a result of the industrial competitiveness analysis, it was drawn that the robot industry and the futuristic automobile industry appeared as a local foundation industry in terms of industry concentration index, location quotient, and average annual growth rate; however, the water industry, smart energy, medical care, and ICT convergence industry were not. In particular, as there was noticeable stagnation or decline in industrial development in the ICT convergence industry, it was a situation in which support for industrial growth was needed. As a result of analysis of each industry through shift-share analysis, as the robot industry had a positive impact in all areas, such as the effect of industrial structure and the effect of regional allocation, it was noted that it was a new core industry in the Daegu region. On the other hand, in the futuristic automobile industry and the ICT convergence industry, there is a negative impact in terms of the effect of regional allocation. Thus, it is judged that appropriate policy measures are needed against that. Thus, it is necessary to recognize vulnerabilities in each industry, establish the appropriate countermeasures for them and build up a customized support system. In addition, a measure is also required to attempt shared growth of the 5+1 industries through the appropriate industrial and technological convergence as the new growth industries of the future.
