지식정보사회의 성숙은 정부 의사결정의 패러다임을 엘리트 모형에서 집단지성 모형으로 이동시키고 있다. 대통령과 고위관료 그리고 이익집단 등으로 구성된 엘리트 집단에 의한 일방적이고 폐쇄적인 의사결정은 보통의 개별적인 시민들이 웹2.0이라는 인터넷 공간에서 자발적이고 창의적으로 형성한 집단지성에 의해 과학적인 반박과 강력한 저항에 직면하게 된다. 본 연구는 이명박 정부 출범과 함께 대통령, 고위관료, 대기업 이익집단 등이 결합하여 일반 시민들을 배제한 체 일방적으로 이루어진 미국산 쇠고기 수입 의사결정에 대하여, 개별적인 일반시민들이 어떻게 집단지성을 형성하고 어떠한 절차와 과정을 거쳐서 쇠고기 수입 의사결정의 내용상･절차상의 문제점을 지적하였으며, 어떠한 집단행동을 통하여 의사결정의 철회 또는 수정을 요구하였는가를 분석하고, 향후 정부 의사결정의 능률성･효과성과 함께 합리성･민주성을 제고시키기 위해서는 어떻게 집단지성을 활용해야 하는가를 제시하였다.
Abstract
The maturation of knowledge society causes paradigm shift in government decision-making from elite model to collective intelligence model. Against the government decision-making which is done by a few of elites including president, high-level bureaucrats and interest groups, citizen formulate collective intelligence using the Web2.0 to find out the faults, to test and refute the quality and to ask the withdrawal or correction of it. With the case of US Beef Import decision-making which occurred in April and May, 2008, this study explores that how ordinary citizen formulated the collective intelligence in Web2.0 spaces, how they found out, indicated, and criticized the problems of US-Beef Import decision making, and how they resisted against the government elites and asked the withdrawal or correction of it. Finally this study suggests some alternatives and policy implications to improve the quality of government decision-making through the usage of collective intelligence.
