공공부문에서의 친환경 정보기술(Green IT) 정책에 대한 시론적 연구

정보기술(IT)의 발달로 말미암아 IT제품의 생산 및 사용 과정에서 에너지 사용이 급증하고, 이는 이산화탄소의 배출을 급속한 속도로 증대시키고 있다. IT기기의 생산, 활용, 폐기 단계에서의 친환경적 노력과, IT를 활용함으로써 이산화탄소 배출을 줄이고자 하는 것이 이른바 그린 IT의 핵심적인 내용이다. 사회전체의 그린 IT 확산과 그로 인한 탄소배출저감 효과를 극대화하기 위해서는 공공부문의 선도적 정책제시와 추진노력 등 공공영역에서의 보다 적극적인 역할이 중요하다. 이 논문은 그린 IT 영역에서 민간에 비해 후발주자라고 할 수 있는 공공부문이 향후 관련 정책이나 사업을 추진하는 과정에서 보다 적극적 역할이 요구된다는 문제의식 하에, 친환경 정보기술 적용의 필요성과 활용영역, 국내외 사례와 정책효과, 그리고 공공영역에서의 성공적인 도입과 운영을 위해 필요한 과제를 제시한다. 특히 재택 및 원격근무 제도의 운영을 통해 친환경적 결과와 생산성향상의 목적을 달성하기 위해서는 적절한 근무분석 및 성과평가의 지침개발 및 운영, 체계적인 관리감독, 바람직한 조직문화 및 근무자의 행태 등이 필요하다.
Abstract
This paper deals with the spheres of Green IT and both domestic and international Green IT-related policy cases, and finally suggests necessary conditions for their successful implementation. Green IT starts with producing and utilizing IT products in an environmentally friendly way(so called Green of IT) and encouraging organizations consider more friendly options like teleworking(Green by IT). Since it is believed that Green IT policies contribute to low-emission of CO2, governments are trying to promote more energy-efficient IT infrastructures and policies. While private as well as public sectors are recently joining the Green IT trend, public sectors (governments and their agencies) deserve to have more attention because of the amount of their energy consumption and policy-making roles. Particularly, in order for teleworking system to fulfill environmental performance, guideline setting for assessing and measuring performance, ongoing monitoring, and relevant organizational culture and employees' behavior are suggested.
