초록

본 연구의 목적은 남한에 거주하고 있는 북한이탈주민의 심리사회적 위기대처를 향상하는 전략을 모색하는 것이다. 현시점에서 북한이탈주민의 심리사회적 위기와 대처에 관한 경험적, 실증적 자료가 부족하기 때문에 상대적으로 많은 자료가 축적되어 있는 외국의 난민과 이주민 사례를 적용하였다. 난민과 이주민들이 이주 및 재정착 과정에서 겪을 수 있는 위기는 심리내적 차원(심리적 위기와 정신적 위기)과 사회적 차원(가족 위기, 문화적응 위기)으로 크게 구분될 수 있음을 알 수 있었다. 또한 난민과 이주민의 위기대처 모델인 MLM(Multi-Level Model)과 TPO (Transcultural Psychosocial Organization) 프로그램을 주로 분석하여 북한이탈주민에 적용 함의를 도출하고자 하였다. 이를 바탕으로 북한이탈주민의 심리사회적 위기대처 전략을 2궤도 모델인 포괄적 접근과 지역사회중심 접근으로 구분하여 제시하였다. 모델 접근을 위한 전제조건은 북한이탈주민에 대한 사회정치적 배경, 개인력, 이주 이전의 외상, 과거·현재의 스트레스, 현 적응력, 문화적응, 민족 정체감, 가치관, 남한주민의 낙인과 차별 등을 이해하여야 함을 제기하였다. 포괄적 접근은 심리사회적 위기교육 과정, 생존개입 과정, 임파워먼트(empowerment) 과정, 통합적 개입 과정의 4단계로 구분하여 제시하였다. 포괄적 접근의 한계를 극복하기 위한 지역사회중심 접근은 6단계의 수직적 개입 전략으로 다음과 같은 단계를 구축하였다(1단계: 환경조성, 2단계: 커뮤니티 임파워먼트 활동, 3단계: 원조자 훈련 및 능력 구축, 4단계: 지지자 네트워크 구축, 5단계: 자조그룹 형성, 6단계: 심리사회적 치료)

Abstract

Strategies for Improving the Management of Psycosocial Crises of North Korean Refugees: Through the Application of the Refuge and Immigrant ModelTae-Wan EomThe purpose of this work is to identify the strategies that would enable North Korean refugees, who are currently living in South Korea, to improve the management of their psy-chosocial crises. Curently in South Korea, there are not enough empirical and evidential data on the psychosocial crises and their management of the North Korean refugees. Thus we looked into the cases of other countries where more samples of refugees and imigrants could be found.We found that the crises that refugees and immigrants could face in their migration or resettlement can be classified into two major types. One was the psycho-mental crisis, i.e. psychological and mental crisis, and the other was the social crisis, i.e. family and accultur-ation crisis. We looked into the Multi-Level Model (MLM), which is a model of the crisis management of refugees and immigrants, and the Transcultural Psychosocial Organization (TPO) program to deduce the significances that can be applied to the North Korean refugees.
