Abstract

Despite its rapid economic growth, Korea is classified as underdeveloped country of traffic safety which sustains huge damages due to traffic accidents among OECD members. Thus, the government amended the Traffic Safety Act which is the framework of the policy on traffic safety for improving the quality of traffic safety as developed countries. Of those amendments, the most representative thing is to strengthen municipalities’ traffic safety systems. It caused positive results which municipalities could have opportunities driving traffic safety policies and projects more actively and could find the most suitable traffic safety policies of their environments and characteristics. However, most municipalities still have difficulty searching budgets on traffic safety. Besides, effectiveness of traffic safety policy is still insufficient because formulation and implementation of master plans for regional traffic safety were not performed properly due to lack of interest in traffic safety policies, experts on traffic safety, relevant driving force and organizations. In this paper we aimed to understand current situation and problems of the current systems for implement traffic safety policies suitable for regional situations and compare with the policies of the USA and other developed countries’ regional traffic safety. We also suggested a substantive alternative to strengthen municipalities’ traffic safety system and enhance their traffic safety.
