Abstract

This study examines the common market model and the target areas of the border regions of North and South Korea by utilizing the Chinese Hoshi Trading System. After revision, it has been found that the common market model suitable for the two Koreas are the one-sided installation type of South or North Korea, the joint installation type of South and North Korea, the multi-participation type, the complex type that combines trade, tourism, and production, and a few other types. The co-installation model is suitable for the common market in the DMZ while the multi-participation type was evaluated as a useful model for ensuring market sustainability. Considering the balanced development of the land and the acceptability of North Korea, it is desirable to set up the common market in the border areas of the two Koreas, the demilitarized zone in Cheorwon, the Kaesong industrial zone in the North, and Incheon Gyodong-do in the South. The key to the common market between the two Koreas is North Korea’s enthusiasm for the market plan. North Korea has shown a two-faced attitude by being passive in the Hoshi trade in China, but showing moderate participation in the Hoshi trade in North Korea, and suggesting the establishment of a Hoshi Trade Zone in areas where North Korea can easily regulate its citizens. Therefore, it is necessary to induce North Korea’s participation by taking their stance into account, such as making the location of the common market acceptable to North Korea. The common market of the two Koreas should be promoted to be helpful to the participating companies and the people in a practical sense amidst the approval of the people, and it is most desirable to have the government, the local governments, and the private sector cooperate for the cause. In addition, for the stable operation of the common market, it is necessary to pursue a multi-national participatory model in which neighboring countries participate and to invigorate the common market by linking it to tourism and production bases.
