발트해 환경협력의 성공 요인 : 탈국경적 인식공동체의 역할

초록

일반적으로 공유지의 비극이 발생하는 환경문제에서국가 간에 협력하는 것은 어려운 일이다. 게다가 적대적인국가 간의 환경협력은 더 어려운 일이다. 발트해 환경협력은 이러한 어려움을 극복한 성공사례에 속한다. 이글은 발트해 환경협력이 성공하게 된 원인을 규명하고자하며, 여러 가지 성공 요인 가운데 인식공동체의 역할에초점을 두고 분석하고자 한다.

Abstract

In general, it is difficult to cooperate between countries in environmental issues where the so-called tragedy of the commons occurs. Furthermore, environmental cooperations between hostile countries are more difficult. Environmental cooperation in the Baltic Sea is one of the successful examples of overcoming these difficulties. This article aims to clarify the reason for the success of environmental cooperation in the Baltic Sea with a special focus on the role of epistemic community among various success factors.
