Abstract

As Seoul began to take on a modern appearance with the realignment of its streets into a grid, there was also a change in the groups that held power over local society. Social order was no longer maintained through status hierarchy; wealthy figures emerged who served as the representatives of their localities. They were either appointed to serve as councilors in the Privy Council or served in a city council or as a district representative. From the 1920s to the early 1930s, the Government-General of Korea made a gesture of accommodating the will of the people at the level of central politics by appointing provincial councilors to the Privy Council. In the provinces, the Government-General attempted to accommodate the political demands of Koreans by raising the status of provincial representative councils into a legislative body to a limited extent. Under such “liberal” colonial policies in the early 1930s, city councilors of Keijo (Seoul) were able to join with district representatives and organize a movement to realize the public concerns of residents in opposition to Japanese monopoly capital. At the center of this movement were figures so close to the colonial authorities that they were appointed as councilors to the Privy Council. However, as the wartime system became strengthened from the late 1930s, there were many Privy Councillors, city councilors, and district representatives who became strong supporters of the colonial fascist regime, seeking to advance their political ambitions. The “reactionary turn” of the Privy Councillors was also the result of the “totalitarian” nature of the period, but Cho Byong-sang was a case of someone who willingly supported the colonial regime. No longer serving as an autonomous organ for the realization of residents’ public interests, the Seoul city council and local district councils increasingly came to function as state organs that implemented colonial
