동서독 통합 개념을 통해 살펴본 평생교육의 과제

본 연구는 동서독 통일 과정에서 통합 개념과 관련하여 진행된 주요 논의를 살펴보고 통합 개념에 입각하여 평생교육의 과제에 대해 고찰하는데 목적이 있다. 독일통일 과정에서의 통합 개념 논의와 그에 따른 평생교육의 과제를 살펴봄으로써, 우리의 통일에서 통합 논의는 어떤 방향을 지향해야하며 남북한 통합 과정에서 남한의 평생교육이 어떠한 역할을 수행해야 하는가에 관한 시사점을 제시하고자 하는 것이다. 독일 통일 과정에서 통합 개념은 체제 통합 뿐아니라 사회 문화적 통합을 매개로 한 내적 통합의측면을 포함하는 포괄적 개념으로 정의되었다. 그러나 이러한 통합 개념은 동독인의 새로운 체제에대한 수용도, 정치적 지향 등 주로 동독인의 체제적응의 관점에서 다뤄져 있어, 동서독 주민 양측간의 관계·상생 등의 측면이 함께 다뤄져야 할 필요성이 제기되었다. 통합 개념에 대한 논의에 입각하여 동독인, 동서독인, 서독인을 대상으로 한 평생교육의 필요성이제기되었다. 동서독 주민간의 실질적 내적 통합을 위한 기본적 조건으로서 새로운 체제에 적응하는것이 필요한 동독 주민의 측면에서 정치 경제 체제 측면, 심리적 측면, 문화적 측면, 역사적 측면, 국제적 측면에서 평생교육의 필요성이 제기되었다. 동서독 주민, 서독 주민의 측면에서는 각각 양측의화해를 위한 교류, 대화, 역사적 주제를 다룬 프로그램과 새로운 사회적 상황에 대한 이해와 인식을신장하는 프로그램이 주요한 평생교육의 내용으로 제시되었다. 연구 결과를 통해, 우리의 남북한 통합 개념 논의가 체제 통합 뿐 아니라 사회문화·심리적 차원에서 보다 폭넓게 다뤄져야 하며 통일 이후 평생교육이 그 역할을 충실히 수행하기 위해 충분한 사전연구와 남한 주민을 대상으로 평생교육이 적극적으로 실시되어야 한다는 점이 다뤄졌다.
Abstract
This study aims to examine the main arguments concerning the notion of integration that were taking place in the reunification process and to present some future tasks of life-long education based on the concept of integration. That is to say, by analysing the notion of integration and its implications for life-long education in the German reunification process I try to propose in what direction the discussions with respect to integration in Korea should move and what kind of role the life-long education in South Korea is supposed to play in the reunification process of North and South Korea. In general, the concept of integration in the German reunification process is defined as a notion not only including system integration but also social integration. It deals with the aspect of inner integration like receptivity to new system and organization, sense of unity, lifestyle, value system. However, at the same time, there was also a growing need to cover in depth the aspect of relationship between East and West German. Based on the notion of integration, there was a necessity to introduce life-long education for East German, East and West German and West German respectively. Namely as a basic condition for substantial inner integration between East and West German, there was a need to introduce life-long education especially for East German who need to get used to new system from various perspectives such as political, economical, psychological, cultural, historical and international. Accordingly, some programs as main contents of life-long education were suggested to facilitate mutual understanding between East and West German dealing with themes like mutual exchange, communication, historical topics and to improve understanding about new social circumstances. The results of this study demonstrate that discussions regarding the notion of North and South Korean integration in South Korea should not only deal with political dimension but also sociocultural and psychological dimensions more widely. Besides, I argue that life-long education for South Korean should be conducted with carrying out active preliminary research to play a role effectively after reunification of Korea.
