통일 독일의 교육통합

초록

이 논문은 통일 이후 진행된 독일의 교육체제통합의 문제점을 그 진행과정을 중심으로 고찰하고 있다. 통일독일의 교육통합은 구동독의 단선형 학제를 백지화하고 서독의 교육제도와거의 동일한 전통적 복선형 학제를 도입하는 형태로 이루어졌다. 이렇듯 철저하게 서독의체제가 동독지역에 이식되는 형태로 진행되었기 때문에 통합의 과정과 문제점에 대한 고찰또한 주로 구동독지역 신연방주들을 중심으로 이루어졌다. 통일 이후의 교육통합과정에서발생한 문제점들을 제대로 파악하기 위해 우선 구동독 시절 교육제도가 지니고 있던 문제점들에 대한 분석을 행하였고, 뒤를 이어 통일 이후의 교육통합의 과정을 상세하게 추적하였다. 그 결과 신연방주의 교사나 학생, 학부모들이 통합의 과정을 부정적으로 평가하는 경향이 많음이 드러났다. 그 이유는 교육통합의 과정이 주로 서독 체제의 일방적인 이식과 구동독시절의 잔재청산에 집중되었을 뿐, 동독지역 주민(교사, 학생, 학부모)들의 의사나 필요를제대로 반영하지 못했었기 때문이다. 일부에서이기는 했지만 구동독 지역에서도 이전에 자신이 행했던 일들에 대해 비판적으로 성찰하고 새로운 민주적 학교를 건설하려던 시도들이자생적으로 발생했었지만 이런 시도들이 숨 가쁘게 진행된 통일과정과 통일 이후 진행된 서독체제에의 흡수통합과정에서 대부분 좌절되고 말았던 것이다. 이러한 고찰을 통해 진정한교육통합을 위해서는 동서독 주민들 사이에 여전히 가로놓여 있는 머릿속의 장벽을 해소하기 위한 새로운 시도들이 필요하며, 구동독지역 주민들의 의사나 필요를 진지하게 고려해야한다는 사실이 드러났다. 이러한 통찰은 한반도 통일 이후의 교육통합에 대해서도 많은 시사점을 제공해줄 것이다.

Abstract

This paper discusses the problems which arose during the process of integration of the educationsystem in Germany after the reunification. In East Germany, the west-german school system wasintroduced instead of the old east-german one. Because the integration was executed exclusivelyby transplanting the west-german system into the east-german one, the investigation into theactual process of integration and the problems which arose therefrom was focused chiefly on thechanges in the New Federal States. To understand properly the problems which arose during theprocess of integration, we analysed firstly in detail the problems of the education system in thedays of German Democratic Republic and then the problems encountered in the integration ofeducation system. As a result of this inquiry, the fact came into view that the teachers, studentsand parents of the New Federal States evaluate the integration process negatively. The reason ofthis negative evaluation can be found in the fact that the integration was mainly focused on theone-sided transplantation of west-german system into the New Federal States and on theliquidation of the remnants from the days of German Democratic Republic. Several attempts toreflect critically upon their own past and to construct a new democratic school system werespontaneously made among some east German teachers and professors. But these attempts turnedout mostly fruitless because of the breathtakingly speedy process of Reunification and of thethoroughly one-sided integration of east-german education system into the west-german one afterthe reunification. It becomes evident through this inquiry that new attempts to eliminate thebarriers in the mind between east- and west-german residents have to be made for a reallydesirable integration of education system. To this end, the wishes and needs of east-germanresidents should be seriously considered. These insights will provide many suggestions about howthe integration of education system shall be after the future reunification of Korea.
